DISTINGUISHING FEATURES OF THE
CLASS
An employee in this class directs the production and revision of tax maps, supervising a staff engaged in manual and computerized updating of real property tax maps to show changes to be recorded in official tax records. The incumbent assists with particularly complex assignments. Work is reviewed by an administrative supervisor through conferences and written reports of work status. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
area team supervisors in the Mapping Section;
Assists
in directing and implementing the computerization of the Real Property Tax
Map;
Oversees
software development for computer graphics equipment;
Performs
tax mapping procedures concerning deeds, surveying and legal validity;
Performs
tax mapping procedures including filming, printing, specifications and
reproduction;
Determines
work assignments, adhering to map production requirements and state
mandates;
Plans
operations and procedures within Mapping Section;
Responsible
for employee and system security and integrity.
FULL PERFORMANCE KNOWLEDGES,
SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the practices and procedures of real property map drafting;
thorough knowledge of mathematics pertaining to drafting; thorough knowledge of
Federal, State and County regulations relating to land transaction, filed maps
and abandonments; thorough knowledge of the property filing records; thorough
knowledge of the principles and practices of the County tax map program;
thorough knowledge of the application of computer graphics to tax map
maintenance; good knowledge of the terminology used in deed descriptions;
ability to perform difficult technical mathematical calculations, to make
estimates and compilations of engineering data and statistics; ability to
supervise a staff in a manner conducive to full performance and high morale;
ability to establish and maintain an effective working relationship with public
officials; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Civil Engineering and five (5) years of experience in real property drafting, civil engineering or surveying, two (2) years of which must have been in the performance of triangulation surveys and control monumentation; or,
(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and nine (9) years of experience in real property drafting, civil engineering or surveying, two (2) years of which must have been in the performance of triangulation surveys and control monumentations; or,
(c)
An equivalent combination of education and experience as defined by the limits
of (a) and (b).
PROMOTIONAL
Either:
Two (2) years of permanent competitive status as
a Data Base Coordinator in the Real Property Tax Service Agency or Map Drafter
III; or
Four
(4) years of permanent competitive status as a Map Drafter II or Computer
Graphics Mapping Specialist.
