DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs professional work in environmental monitoring investigation and research in an assigned area.  Work may involve the investigation of surface waters, sewage treatment plants, industrial plants, habitat assessment and restoration, freshwater fisheries and shellfish biology, fresh water supplies or other areas of environmental concern.  The incumbent may supervise lower-level professional and clerical personnel and is capable of completing special and difficult projects as assigned.  Work is reviewed by a technical or administrative supervisor through conferences and review of reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Conducts investigations in the areas of habitat assessment and restoration, freshwater fisheries and shellfish biology;

          Applies laboratory and field wet chemistry techniques for determination of environmental quality in both freshwater and estuarine habitats;

          Samples, analyzes and evaluates air quality, sources of contamination, incinerators and fuel burning equipment;

          Conducts investigations and prepares reports on air contamination, water purity, industrial pollution, waste treatment and disposal facilities;

          Inspects and samples industrial and sanitary sewage treatment systems and investigates reports of improperly operating systems;

          Investigates new industries for code violations, takes photographs and draws sketches;

          Confers and works with representatives of local, state and federal environ­mental protection agencies;

          May assist in supervising the field work of a small number of trainees;

          Prepares reports and recommendations regarding analyses, surveys, moni­torings and investigations affecting public health and sanitary codes.

 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of marine shellfish and freshwater fisheries; good knowledge of water chemistry; good knowledge of the principles, practices and techniques of environmental protection; good knowledge of federal, state and local laws pertaining to environmental protection; good knowledge of resource management sampling and analysis techniques; ability to supervise a small number of techni­cal and clerical personnel in a manner conducive to full performance and high morale; ability to establish and maintain good working relations with co-work­ers, civic groups and the general public; ability to maintain records and to prepare accurate and comprehensive reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree which includes thirty (30) credits in mathematics and natural, physical, or environmental sciences, and two (2) years of experience in environmental protection activities including experience in freshwater fisheries or aquaculture and in chemical analysis by wet chemistry techniques.

 

          NOTE:  Additional education in natural, physical, or environmental sciences may be substituted for experience on a year-to-year basis to a maximum of (1) year.  

 

          PROMOTIONAL

          One (1) year of permanent competitive status as an Environmentalist I.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment, the candidate will be required to possess a valid license to operate a motor vehicle in New York State.
