DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is involved with planning, developing and coordinating a recycling program as part of a town's solid waste management plan.  Responsibility is included for developing cost and income projections for the recovery of recyclable materials, writing proposals and grant applications, and publicizing recycling efforts to community residents.  Supervision may be exercised over technical and clerical employees.  Work requires technical expertise and business acumen; and is performed under the general direction of the department head.  Does related work as required.                                                                        

 

TYPICAL WORK ACTIVITIES

          Plans, develops, and coordinates a program for recycling materials such as metal cans, glass bottles, used oil, paper products, plastics and used tires;

          Writes recycling proposals and grant applications; prepares drafts for recycling contracts;

          Performs analyses of and maintains current information on recycling costs, marketability and income projections;

          Recommends use of town employees or contractors for processing recyclables;

          Determines locations for collection centers; provides input for incor­porating recycling operations into town solid waste collection procedures;

          Recommends purchase of equipment for the program;

          Develops and implements a publicity program to encourage community support and participation; provides technical releases on the program.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of recycling techniques; comprehensive knowledge of the markets for recyclables; thorough knowledge of recycling equipment; thorough knowledge of ecological concepts and the principles that govern good conserva­tion techniques; thorough knowledge of federal, state and local laws pertaining to recycling and solid waste; ability to analyze data and evaluate alternatives; ability to prepare technical reports and communicate effectively with col­leagues, civic groups and government officials; ability to express oneself clearly and concisely both orally and in writing; physical condition commensu­rate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in planning, public administration, engineering, environmental or waste Management or a related field, and three (3) years of experience with the recycling of solid waste, at least one (l) year of which must have been in a supervisory or administrative capacity; or,

 

          (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and seven (7) years of experience with the recycling of solid waste, at least one (1) year of which must have been in a supervisory or administrative capacity; or,

 

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b), except that no substitution is permitted for the required supervisory or administrative experience.
