DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists the Recycling Coordinator in the
planning, development and coordination of a town's solid waste management
plan. The incumbent is responsible for
assisting in writing recycling proposals and preparing drafts for recycling
contracts. Supervision may be exercised over a technical and clerical
staff. Work is performed directly under
the Recycling Coordinator. Does related
work as required.
TYPICAL WORK ACTIVITIES
Assists in the
planning, development and coordination of a town's recycling program;
Assists in the
creation and implementation of public information and education designed to
promote recycling of solid waste;
Assists in the writing
of recycling proposals;
Assists in the
preparation of drafts for recycling contracts;
Compiles estimates,
for review by Recycling Coordinator, on recycling costs;
Participates in field
site reviews for determination of collection centers and procedures for solid
waste collection;
Supervises a staff
within the Division including, but not limited to, Recycling Coordination Aides
and Senior Education Consultant;
May act for, or in
place of, the Recycling Coordinator in his/her absence.
FULL PERFORMANCE KNOWLEDGE, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of recycling techniques; thorough knowledge of the
markets for recyclables; good knowledge of recycling equipment; good knowledge
of ecological concepts and the principles that govern good conservation
techniques; good knowledge of federal, state and local laws pertaining to
recycling and solid waste; ability to analyze data and evaluate alternatives;
ability to prepare technical reports and communicate effectively with colleagues,
civic groups and government officials; ability to supervise and coordinate the
work of others in a manner conducive to full performance and high morale;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a
New York State or Regionally accredited college or university with a Bachelor's
Degree in Business, Public Administration, Engineering, Environmental or Waste
Management or a related field, and one (1) year of experience in the initiation
and/or implementation of a recycling program; or,
(b) Graduation from a
standard senior high school or possession of a high school equivalency diploma,
and five (5) years of experience in the initiation and/or implementation of a
recycling program; or,
(c) An equivalent
combination of education and experience as defined by the limits of (a) and
(b).
