DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises and participates in the implementation of programs for the source separation and recycling of solid waste.  The incumbent is responsible for managing recycling centers, marketing recyclables and supervising the collection of data and analysis of alternatives in solid waste disposal.  Supervision is exercised over technical, clerical and operational employees.  This class differs from that of Resource Recovery Analyst in the amount of supervisory responsibility and the level and complexity of the duties performed.  Supervision is received from an administrative supe­rvisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Coordinates recycling and source separation effort;

          Manages one or more recycling centers;

          Supervises the collection, storage and sale of recyclables;

          Researches possible markets and monitors fluctuating prices of recyclables;

          Maintains liaison with New York State Department of Environmental Conserva­tion;

          Provides technical releases on recycling and source separation;

          Participates in drafting ordinances on recycling and source separation;

          Organizes and maintains an information center of legal files, documents, reprints, books and slides;

          Provides technical assistance on recycling and source separation in re­sponse to requests from individuals and organizations.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of recycling techniques; comprehensive knowledge of the markets for recyclables; thorough knowledge of recycling equipment; thorough knowledge of ecological concepts and the principles that govern good conserva­tion techniques; thorough knowledge of federal, state and local laws pertaining to source separation, recycling and solid waste; ability to analyze data and evaluate alternatives; ability to prepare technical reports and communicate effectively with colleagues, civic groups and government officials; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in mathematics, natural or physical sciences, and four (4) years of experience in environmental protection activities; or,

          (b) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in any major that includes or is supplemented by thirty (30) credit hours in mathematics, natural or physical sciences, and four (4) years of experience in environmental protection activities; or,

          (c) Graduation from a standard senior high school or possession of a high school equivalency

diploma, and eight (8) years of the above experience.

 

NOTE:  Graduate education in mathematics, natural or physical sciences will be substituted for up to two (2) years of the above experience.
