DISTINGUISHING FEATURES OF THE CLASS

An employee in this class develops, implements and supervises effective environmental protection programs. The incumbent compiles and utilizes research data to evaluate environmental impact, prepares testimony, informational materials and public presentations related to environmental issues, and is expected to exercise considerable independent judgment and initiative in the performance of required duties. Work is reviewed by an administrative supervisor through conferences, presentations, written materials, reports and work performed.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Identifies and evaluates environmental conditions which produce mosquitos;

            Devises and implements mosquito control programs to eliminate or reduce mosquito breeding habitats;

            Determines effects of mosquito control programs on wetlands;

            Performs field inspections for the SEQRA; performs wetlands inspections;

            Confers with federal, state, County and town officials, environmental groups, civic organizations and the general public on the biological impact of environmental matters;

            Prepares testimony, informational materials and public presentations regarding environmental issues;

            Compiles and utilizes research data to evaluate environmental impact;

            Supervises field personnel;

            Assists in indigenous species program development and implementation and environmental education development; leads interpretative walks.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of environmental impact analysis and impact mitigation techniques; comprehensive knowledge of the principles, practices an methods of compiling, organizing, analyzing and utilizing scientific data; thorough knowledge of the principles, practices and methods of preserving and improving environmental conditions; thorough knowledge of pertinent federal, state and local laws and regulations; good knowledge of modern developments, current literature and other sources of information in the fields of environmental quality and environmental sciences; good knowledge of taxonomy of macroscopic flora and fauna of the wetlands and upland habitats; good knowledge of computers, peripheral equipment and software; skill in the use of field instruments for analysis and biological inventories; ability to analyze and solve problems; ability to develop, maintain and utilize extensive records; ability to write educational/informational materials; ability to communicate effectively; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree including or supplemented by at least thirty (30) credit hours in biology (no more than twelve (12) credit hours of which may be in marine science) and at least twelve (12) credit hours in any of the following disciplines:  biological field studies, ecology, natural resource management, environmental or administrative law, or environmental education; and two (2) years of experience in environmental biology activities.

 

NOTE:  Graduate education in a related field may be substituted for experience on a year-for-year basis.
