DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs responsible and
technical professional scientific work in the resource management and
scientific understanding of the County groundwater resources and aquifer systems. Work involves the preparation and direction
of special projects of a technical nature for the study of public groundwater problems.
Supervision may be exercised over professional hydrogeological staff, engineering
and sanitary inspection personnel. Assignments are usually broad in scope with
considerable opportunity for the use of independent professional judgment, and
for making technical decisions of considerable difficulty. Work is performed
under the direction of an administrative supervisor, and is reviewed
periodically for conformity with departmental policies and regulations. Does
related work as required.
TYPICAL WORK ACTIVITIES
Assists
in planning and directing the activities of the environmental quality division
and its programs of groundwater investigations, water resource management and
environmental protection;
Interprets
health department policies and procedures as they relate to hydrologic and
geologic matters, sanitary and public health engineering for groundwater
resources including all aquifer systems;
Prepares
the annual operating and capital budgets for the groundwater investigations or
water resource management bureaus;
Acts
as a department representative at Public Hearings regarding clean ups,
contamination and spills related to groundwater resources;
Conducts
special scientific research projects involving groundwater and hydrogeologic
problems; presents recommended solutions in the form of revisions or additions;
Acts
as the primary liaison between

Comprehensive knowledge of the principles, techniques, and practices of hydrology, geology and associated scientific and engineering fields; comprehensive knowledge of the methods, materials and techniques used in hydrologic and geologic field surveys and evaluations; comprehensive knowledge of provisions of the New York State Public Health Law, the New York State Environmental Conservation Law, the New York State and Suffolk County Sanitary Code, the Rules and Regulations of the New York State Department of Environmental Conservation and the United States Geological Survey; ability to supervise, plan and direct the work of professional staff in a manner conducive to full performance and high morale; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering programs; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS

Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Master’s Degree in a physical science or Engineering, including at
least four (4) one-semester courses in hydrology, geology, hydraulics, earth
sciences or water resource management, and eight (8) years of analytical,
technical, investigative or research experience in hydrology, water resource
management or a closely related area, two (2) years of which must have been in
a supervisory capacity.
PROMOTIONAL
Three
(3) years of permanent competitive status as a Hydrogeologist.
NECESSARY SPECIAL REQUIREMENTS
At the time of appointment and
during employment in this title, employees will be required to possess a valid
license to operate a motor vehicle in New York State.
