DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for planning, supervising and performing surveys, investigations and projects related to bay and shellfish research and management.  Supervision may be exercised over Bay Management Specialist Is or other technical personnel.  General supervision is received from professional waterways management or environmental protection administrative personnel through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Conducts surveys in which marine samples are gathered and analyzed to determine the growth and abundance of shellfish in the fishery;

            Plans and supervises water-quality testing programs to determine temperature, salinity, dissolved oxygen and other factors;

            Participates in supervised field surveys of town wetlands as part of an overall salt marsh management plan;

            Plans and supervises technical employees in the performance of a variety of shellfish and bay management research programs such as clam transplants, mariculture, spawner  and shellfish aquaculture programs;

            Performs laboratory work on collected samples, such as water quality evaluation, invertebrate identification, hard clam larval identification counts and phytoplankton counts;

            Analyzes data and prepares comprehensive reports regarding shellfish harvests, shellfish identification, larval counts and economic factors;

            May plan and supervise programs in the areas of beach erosion monitoring, dune stabilization and wetlands preservation.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, methods and techniques of bay resources management and research; good knowledge of the federal, state and local laws and regulations pertaining to wetlands, shellfish and local waterways; good knowledge of the principles, methods and techniques of compiling, organizing and interpreting scientific data to determine and resolve those matters which affect the marine environment and the natural marine resources of the jurisdiction; good knowledge of the modern developments, current literature, sources of information and technical nomenclature in the field of bay management; good knowledge of the natural and biological sciences as they relate to bay management; ability to prepare and present comprehensive reports; ability to establish and maintain effective working relationships with co-workers in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

           

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Biology, Marine Biology, Microbiology or Invertebrate Zoology, and three (3) years of experience in bay management activities.

 

NOTE:   Additional relevant education from a college with federally-authorized accreditation or registration by NY State will be substituted for experience on a year-for-year basis.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Bay Management Specialist I.

 

NECESSARY SPECIAL REQUIREMENT

Must have the ability to learn how to operate small boats.
