DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in the planning and direction of a town department or division responsible for the protection of the environmental resources of a jurisdiction.  The activities of the agency may include enforce­ment of environmental ordinances, preparation of environmental impact statements required on town projects, management of shellfish resources, consultation with other town departments about the effect on the environment of their decisions and activities and research and analysis of the natural resources of the juris­diction.  The incumbent may supervise professional and technical personnel engaged in this work.  Supervision is received from an Environmental Protection Director through oral and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists in the supervision of professional and technical staff members who prepare natural resource inventories of the jurisdiction, collect and analyze information about pollution in the area and prepare educational materials concerning the environment for distribution to the public;

          Assists in supervising and participating in the preparation of mandated environmental impact statements on town projects and other activities in the jurisdiction affecting the environment;

          May advise town departments and reports to the Town Board, the Planning Board and other bodies on matters of environmental concern;

          May represent the town on inter-agency boards and committees concerned with the protection of the environment;

          Assists in consulting with and reviewing reports from citizen advisory councils, community organizations and research groups involved in the analysis of the natural resources of the area and the development of guidelines and programs for the protection of those resources;

          Assists in the investigation of alleged violations of ordinances and regulations related to environmental protection;

          Assists in the preparation of the annual budget and administrative reports on departmental activities.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices and techniques of the protection of natural resources and environmental quality; thorough knowledge of the federal, state and local laws and regulations relating to environmental protection; thorough knowledge of the natural and biological sciences as they relate to the analysis of environmental conditions; good knowledge of the modern developments, current literature and sources of information in the field of environmental protection; good knowledge of the principles of office management and organization, budget preparation and public administration; ability to plan, assign and supervise the work of professional, technical and clerical personnel in a manner conducive to full performance and high morale; ability to analyze scientific data related to environmental quality and to determine its signifi­cance and impact; ability to develop programs and guidelines which can be implemented by a jurisdiction for the protection of its environmental resources; ability to establish and maintain effective working relationships with other agencies, public officials, community and professional organizations and the general public; ability to prepare and present administrative and scientific reports relating to departmental activities; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree which includes or is supplemented by at least thirty (30) credit hours in mathematics and natural, physical, or environmental sciences, and four (4) years of technical or administrative experience in environmental protection activities.

 

NOTE:  Graduate education in the natural or environmental sciences may be substituted for experience on a year-for-year basis up to a maximum of two (2) years.

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Senior Environmental Analyst.
