DISTINGUISHING FEATURES OF THE CLASS

An employee in this class plans, organizes and directs the operations of a town department or division responsible for the protection of the environmental resources of a jurisdiction.  The activities of the agency may include enforce­ment of environmental ordinances, preparation of environmental impact statements required on town projects, management of shell fish resources, consultation with other town departments on the effect on the environment of their decisions and activities and research and analysis of the natural resources of the jurisdic­tion.  The incumbent supervises a staff of Environmental Analysts and other professional and technical personnel engaged in this work.  General direction is received from the Town Supervisor and Town Board or administrative supervisors, who evaluate performances through conferences, review of oral and written reports and analysis of the effectiveness of agency operations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Supervises professional and technical staff members in the preparation of natural resource inventories of the jurisdiction, the collection and analysis of information about pollution in the area, and the preparation of educational materials concerning the environment for distribution to the public;

          Supervises and participates in the preparation of mandated environmental impact statements on town projects and other activities in the jurisdiction affecting the environment;

          Advises town departments and reports to the Town Board, the Planning Board and other bodies on matters of environmental concern;

          Represents the town on inter-agency boards and committees concerned with the protection of the environment;

          Consults with and reviews reports from citizen advisory councils, community organizations and research groups involved in the analysis of the natural resources of the area and the development of guidelines and programs for the protection of those resources;

          Supervises the investigation of alleged violations of ordinances and regulations related to environmental protection;

          Prepares the annual budget and administrative reports on departmental activities; supervises the payroll, purchasing and record-keeping functions of the agency.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices and techniques of the protection of natural resources and environmental quality; comprehensive knowl­edge of the federal, state and local laws and regulations relating to environ­mental protection; thorough knowledge of the natural and biological sciences as they relate to the analysis of environmental conditions; thorough knowledge of the modern developments, current literature and sources of information in the field of environmental protection; good knowledge of the principles of office management and organization, budget preparation and public administration; ability to plan, assign and supervise the work of professional, technical and clerical personnel in a manner conducive to full performance and high morale; ability to analyze scientific data related to environmental quality and to determine its significance and impact; ability to develop programs and guide­lines which can be implemented by a jurisdiction for the protection of its environmental resources; ability to establish and maintain effective working relationships with other agencies, public officials, community and professional organizations and the general public; ability to prepare and present administra­tive and scientific reports relating to departmental activities; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree which includes or is supplemented by at least thirty (30) credit hours in mathematics and the natural, physical, or environmental sciences, and six (6) years of profession­al or administrative experience in environmental protection activities.

          NOTE:  Additional education in natural, physical, or environmental sciences may be substituted for experience on a year-for-year basis to a maximum of two (2) years.

         

          PROMOTIONAL

          Two (2) years of permanent competitive status as an Assistant Environmental Protection Director.
