DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs technical work and studies for the County Soil and Water Conservation District. The incumbent responds to requests from private landowners, community groups and municipal agencies within the County. Work involves the planning, design and installation check of practices or systems pertaining to soil and water conservation and for the protection of natural resources. The incumbent receives training from a supervisor and by attending training sessions and workshops both within and outside the County. All work is performed under direct supervision and is reviewed throughout its progress and upon completion. Does related work as required.

TYPICAL WORK ACTIVITIES

Participates in the preparation of farm conservation plans in accordance with New York State Law;

Assists with engineering surveys and the drafting, design, construction layout and installation check of conservation practices;

Completes the required work of the Agricultural Land Classification System according to the 1980 Amendment of the New York State Agricultural District Law;

Investigates and helps prepare reports regarding soil interpretation, subdivision reviews, beach and bluff erosion, storm water surface runoff and critical erosion - sedimentation problems;

Assists in the design of waterways, terraces, irrigation systems, drainage channels, diversions and nonpoint pollution abatement projects which may require the use of engineering, mapping and other computer programs;

Calculates soil erosion rates, peak and total flow of storm water surface runoff, recommends, and designs corrective measures as needed;

Assists in the implementation of local U.S.D.A.- Natural Resource Conservation Service and Farm Service Agency programs;

Addresses various community groups and organizations in areas related to water and soil conservation.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles of mathematics and the natural sciences; some knowledge of the fundamental principles of conservation planning, natural resources management and watershed management; knowledge of soils, hydrology, irrigation systems and hydraulics; some knowledge of the fundamental principles of drafting and design; ability to use computer programs for engineering, mapping and other projects; ability to establish and maintain good working relationships with co-workers and the general public; ability to follow moderately complex instructions; ability to exercise judgment, tact and courtesy; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

Either:

(a) Graduation from a college with federally-authorized accreditation or registration by NY State with an Associate's Degree in one of the natural sciences; or,

(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and two (2) years of experience in the field of soil and water conservation; or,

(c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

NECESSARY SPECIAL REQUIREMENT

Candidates must possess a valid New York State driver's license at the time of appointment; employees must maintain said license while employed in this title.
