DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs professional work and
studies for the
TYPICAL WORK ACTIVITIES
Supervises and participates in the preparation and review
of farm conservation plans in accordance with New York State Law;
Conducts engineering surveys; drafts,
designs, layout and conducts construction checks; and approves conservation and
water quality practices;
Investigates and prepares reports
regarding soils interpretations, subdivision reviews, beach and bluff erosion,
flooding, and critical erosion-sedimentation problems;
Designs waterways, terraces,
irrigation management systems, drainage channels, diversions and nonpoint
pollution abatement projects that may require the use of engineering, mapping
and other computer programs;
Calculates soil erosion rates, peak
and total flow of storm water surface runoff, and recommends and designs
corrective measures as needed;
Assists in the development and
implementation of local U.S.D.A.-Natural Resources Conservation Services and
Farm Services Agency programs;
Completes the required work of the
Agricultural Land Classification System according to the 1980 Amendment of the
New York State Agricultural District Law;
Assists in the preparation of the
annual budget and periodic reports to the Board of Directors;
Supervises the fieldwork of lower
level technical personnel;
Reviews and approves engineering plans
prepared by lower level technical personnel;
Addresses various community groups and
organizations in areas related to soil and water conservation.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the principles, practices and
techniques of natural resources and watershed management, conservation planning
and nonpoint pollution control; knowledge of federal, state and local laws
pertinent to Conservation District programs; knowledge of recent developments,
current literature and sources of information in the field of soil and water
conservation; working knowledge of the principles of conservation planning,
natural resources and watershed management; good knowledge of soils, hydrology,
irrigation systems and hydraulics; good knowledge of the fundamental principles
of drafting and design; ability to use computer programs for engineering,
mapping and other projects; ability to understand moderately difficult
construction plans and specifications; ability to supervise technical and
clerical personnel in a manner conducive to full performance and high morale;
ability to establish and maintain good working relations with co-workers, the
general public, and public officials; ability to maintain records and to
prepare accurate and comprehensive reports; ability to perform basic hydrologic
calculations involving open channel and culvert flows; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree in one of
the natural sciences, and one (1) year of experience in the field of soil and
water conservation; or,
(b) Graduation from a standard senior
high school or possession of a high school equivalency diploma, and five (5)
years of experience in the field of soil and water conservation; or,
(c) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
PROMOTIONAL
Three (3) years of permanent competitive status as a Soil
District Technician.
