DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs responsible technical work in the planning, design, inspection, and evaluation of construction sites and stormwater control structures.  The employee acts as the Suffolk County Soil and Water Conservation District’s liaison to the NYS Department of Environmental Conservation on policy, planning, and implementation of the stormwater program. The incumbent works with independence in planning and scheduling work, selecting work methodology, evaluating information and preparing recommendations, preparing completed maps and plans, resolving problems in the field, and performing field work.  Work is performed under the supervision of engineers and environmental program specialists, who provide technical assistance, review work for completeness and compliance with accepted principles and techniques, and resolve problems. Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Assists with the implementation of the Construction Disturbance Permit Program;

         Reviews Notices of Intent to determine review and oversight needs;

         Reviews and comments on Stormwater Pollution Prevention Plans and participates in pre-construction meetings;

         Inspects construction sites and document findings and provides appropriate recommendations for further actions;

         Coordinates compliance with appropriate NYSDEC personnel and follow-up actions;

         Responds to complaints regarding construction sites;

         Conducts presentations to appropriate audiences about the permit/stormwater runoff problems;

         Manages data gathered during field inspections;

         Attends quarterly regional Soil and Water Conservation District Board of Directors meetings as requested;

         Provides quarterly activity reports and verbal activity reports to the managing Soil and Water Conservation District Board;

         Assists with the implementation of the Municipal Separate Storm Sewer Systems Permit Program as needed;

         Provides technical assistance to municipalities in refining and implementing Stormwater Management Practices;

         Facilitates regional meetings with County Water Quality Coordinating Committees and Soil and Water Conservation Districts on stormwater program progress.

        

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of hydrology and soil evaluations; good knowledge of federal, state and local laws pertinent to Conservation District programs; good knowledge of the fundamental principles of drafting and design; ability to apply this knowledge to the planning, design, inspection, and evaluation of construction sites and stormwater control structures; ability to understand moderately difficult construction plans and specifications; ability to establish and maintain good working relations with co-workers, the general public, and public officials; ability to maintain records and to prepare accurate and comprehensive reports; ability to resolve problems in the field; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         Either:

a)    Bachelor’s Degree from a New York State or Regionally accredited college or university in engineering, landscape architecture, natural resources, soil science, hydrology, environmental studies or other related field; or,

b)    Graduation from a standard senior high school or possession of a high school equivalency diploma, and four (4) years experience in erosion control and stormwater management actitivites; or,

c)    An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

NECESSARY SPECIAL REQUIREMENT

Candidates must possess a valid New York State driver's license at the time of appointment; employees must maintain said license while employed in this title.

Candidates are required to become a Certified Professional in Erosion and Sediment Control (CPESC), or obtain the CPESC In-Training Status within eighteen (18) months of employment.
