DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class is responsible for the development, implementation and coordination
of a Stormwater Management Program for a municipality as mandated by the United
States Environmental Protection Agency.
The incumbent may also be required to oversee a Watershed Planning
Program for the jurisdiction. The
employee will work with community, federal and state agencies to implement
water pollution prevention plans and coordinate these plans with those of
adjoining towns or villages. Supervision
may be exercised over professional, technical and clerical personnel. Work is performed under the supervision of
the department head or other administrative supervisor. Does related work as required.
TYPICAL WORK
ACTIVITIES
Develops and implements the
Stormwater Management Program for the municipality;
Documents the jurisdiction’s
conformance with its Stormwater Management plan and prepares the annual report;
Oversees the development of
strategies and practices to minimize stormwater pollution through
infrastructure improvements and modifications to infrastructure maintenance
practices;
Manages the
development of a database to map all stormwater infrastructures using Global
Positioning Systems;
Participates in
the selection of candidate watersheds or embayments by evaluating environmental
and cultural criteria;
Manages the
technical tasks of watershed characterization studies, including stormwater
Infrastructure, ecological inventory, and land use analyses;
Oversees the creation of the watershed management plan
document, and supporting tables and maps;
Represents the
municipality in meetings where water pollution prevention programs are being
addressed;
May evaluate the
process of issuing permits for wetlands, waterways and barrier island areas;
May research and
complete applications for grant funding opportunities relating to water
pollution prevention programs.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge
of the principles, practices, methods and techniques of environmental planning,
marine and freshwater ecology, pollution ecology, stormwater management and
coastal processes; good knowledge of current literature, recent developments,
and other sources of information in public planning and environmental
protection; good knowledge of geographic information systems; statistical
concepts and methods; ability to plan, supervise and review the work of a
professional and technical staff in a manner conducive to full performance and
high morale; ability to establish and maintain effective working relationships
with civic leaders, public officials and the general public; ability to conduct
planning studies and formulate recommendations for planning and environmental
standards in the development of overall municipal plans; ability to express
oneself clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
a) Graduation from a
New York State or Regionally accredited college or university with a Master’s
Degree in Planning, Public Administration, Conservation Biology, or a related
field, and six (6) years of experience in environmental planning, two (2) years
of which must have included stormwater management or watershed planning; or
b) Graduation from a
New York State or Regionally accredited college or university with a Bachelor’s
Degree in one of the above fields, and eight (8) years of experience in
environmental planning, two (2) years of which must have included stormwater
management or watershed planning.
