DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs complex
professional work in the development and review of planning proposals in terms
of their environmental impact. The
incumbent performs analyses of the environmental resources of an area and
participates in the development of planning policies to minimize adverse
environmental impact. The incumbent may
supervise Planners, Environmentalists and other professional and technical personnel. The work is interdisciplinary in nature,
requiring a knowledge of planning principles, as well as an understanding of
environmental processes and the impact of different forms of land use on those
processes. Supervision is received from
an administrative or professional supervisor through consultation, periodic
conferences and review of written reports and graphic materials prepared. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
and participates in the preparation of environmental resource inventories from
field studies, aerial photographs and reports from other agencies;
Identifies
areas where constraints on development should be established due to potentially
adverse environmental impact, hazards of floods and erosion, or the significant
scenic, geological or ecological value of the area;
Analyzes
and determines the impact of various kinds of construction and development of
the natural resources of an area;
Proposes
guidelines for planning based on analysis of resource capabilities;
Reviews
subdivision and commercial site plan proposals from an environmental standpoint
and recommends alternative forms of design to minimize adverse impact;
Supervises
the work of drafting personnel engaged in the mapping of the natural resources,
land capability categories, areas of high environmental impact potential and
other information;
Performs
field studies and prepares analyses of the environmental impact of public works
projects, such as roads, parks or construction.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, concepts and methods of community
and regional planning, as applied to the preservation of environmental
resources; thorough knowledge of the principles, methods and techniques used in
the analysis of the environmental impact of various forms of land use; thorough
knowledge of the current literature, sources of information and modern
developments in the field of environmental planning; good knowledge of science,
as it relates to the analysis of environmental conditions; ability to conduct
and supervise field studies of the environmental conditions of an area; ability
to understand and interpret scientific data on natural resources and to apply
this information to planning decisions; ability to prepare and present comprehensive reports on
environmental resources and their relationship to land use planning; ability to supervise the work of
professional and technical personnel in
manner conducive to full performance and high morale; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor's Degree in Environmental Studies, Biology, Geology,
Environmental Planning, Marine Biology or Oceanography, and four (4) years of
experience in environmental planning.
NOTE: Additional graduate education
in the above listed fields or in Planning, will be substituted for experience
on a year-for-year basis.
PROMOTIONAL
Two
(2) years of permanent competitive status as an Environmental Planner.
NECESSARY SPECIAL REQUIREMENT
Depending on the nature of the assignment, at the
time of appointment and during employment in this title, candidates may be
required to possess a valid New York State driver's license.
