DISTINGUISHING FEATURES OF THE CLASS
Under the general supervision of the Personnel Officer, an employee in
this class performs independent planning and research duties in the Department
of Civil Service. The incumbent will
develop and recommend both long and short range plans to identify and meet
departmental objectives, goals, growth and development. The incumbent may supervise a small
technical and clerical staff in the preparation, documentation and analysis of personnel
planning projects. Work in this class
differs from that of Personnel Analysts and Technicians in that the incumbent
of this position performs duties involving the administrative functions and
objectives of the Civil Service Department; whereas Personnel Analysts and
Technicians perform duties relating to the Civil Service positions in the
County service and in local municipalities.
Work is reviewed in progress and upon completion by means of reports and
conferences with the Personnel Officer.
Identifies
Departmental objectives and goals and develops plans and alternative solutions
to meet these objectives and goals;
Coordinates the
preparation of a long range master plan which implements solutions to problems
and schedules the attainment of departmental goals;
Modifies and updates
departmental plans to include new functions and goals in ongoing plans and to
accommodate managerial, legislative, and budgetary changes;
Justifies financial
support for departmental plans and objectives;
Assists the Personnel
Officer in the preparation of the departmental budget;
Conducts studies
concerning departmental objectives and procedures.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good knowledge of the principles, practices and procedures of Public
Personnel Administration; good knowledge of the methods and techniques of a
central personnel agency engaged in the tasks of classification and
compensation, examinations and recruitment and training; good knowledge of the
principles, practices, methods and techniques of conducting analyses,
researching data sources and projecting future departmental needs; knowledge of
budgeting, statistical concepts and methods and program evaluation; knowledge
of the principles, practices, methods and techniques of conducting analyses,
researching data sources and projecting future departmental needs; knowledge of
budgeting, statistical concepts and methods and program evaluation; knowledge
of recent developments, current literature and sources of information in public
personnel administration; ability to express oneself clearly, both orally and
in writing; ability to prepare and present cohesive studies, reports and
analyses; ability to acquire a thorough knowledge of the legal, administrative
and procedural regulations applicable to the Department; ability to supervise
the work of a small staff in a manner conducive to full performance and high
morale; ability to promote and maintain effective departmental and public relations.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
(a) Graduation from a New York State or
Regionally accredited college or university with a Bachelor's Degree and four
(4) years of experience in public personnel administration, personnel planning
or other related experience in the personnel planning field; or,
(b) Graduation from a
standard senior high school or possession of a high school equivalency diploma
and eight (8) years of experience in public personnel administration, personnel
planning, or other related experience in the personnel planning field; or,
(c) An equivalent
combination of training and experience as defined by the limits of (a) and (b).
