DISTINGUISHING FEATURES OF THE CLASS

         An employee in this class coordinates the planning and evaluation of youth needs and services.  Duties include developing research, monitoring and evaluation instruments; compiling and analyzing statistical data for program project proposals and preparing periodic evaluation reports about Youth Bureau projects and programs.  Supervision is received from an administrative supervisor through conferences and written reports, and may be exercised over a professional and technical staff.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Plans and evaluates youth needs and services for the Youth Bureau;

         Develops research, monitoring and evaluation instruments and procedures for the planning and evaluation of youth projects and programs;

         Prepares reports such as the annual report for the Youth Bureau and periodic reports for the evaluation of program projects and effectiveness;

         Develops and submits grants from new Youth Bureau projects and researches the funding resources for these projects;

         Provides technical assistance to Youth Bureau contract agencies in the areas of planning and evaluation of programs;

         Collects social and program data to provide information for program planning;

         Analyzes data, programs and projects to determine needs and priorities in the area of youth services.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of planning and evaluation of programs for youth; good knowledge of research methods and techniques of data compilation and analysis; some knowledge of the development, preparation and submissions of grants for youth services projects; some knowledge of program budgeting and long range planning; ability to establish and maintain effective working relationships with youth agencies, governmental agencies, professional co-workers and personnel; ability to learn the state and local requirements which affect youth projects and plans; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         Graduation from a New York State or Regionally accredited college or university with a Bachelor’s degree and three (3) years of professional experience in planning or evaluating youth services.

 

NOTE:  Additional relevant education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis.
