DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is assigned to perform professional duties in the areas of planning, analysis and coordination of various programs within the Youth Bureau. The incumbent implements youth services programs within the county consistent with local and state requirements. Supervision is received from professional or administrative supervisors through conferences and written reports, and is exercised over a professional and technical staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Develops, coordinates
and implements comprehensive youth services programs;
Collects social and
program data to provide information for program planning and coordination;
Analyzes data to
determine needs and priorities in the area of youth services;
Maintains effective
cooperative relationships with department heads, civil leaders, local and state
officials;
Prepares reports and
documents for local and state officials;
Assists in preparation
of annual plan and annual budget;
Assists in the
maintenance and updating of an information and referral system for use by local
agencies and the public.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of planning and implementing youth services
programs; thorough knowledge of research methods and techniques of data
compilation and analysis; good knowledge of public administration; good knowledge
of program budgeting and long range planning; ability to establish effective
working relationships with civic leaders, department heads, and local and state
officials; ability to effectively supervise a staff of professional and
technical personnel; ability to learn the state and local requirements for
youth services plans; ability to express oneself clearly and concisely, both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New
York State or Regionally accredited college or university with a Bachelor’s
degree and (6) years of professional experience in planning or evaluating youth
services.
NOTE: Additional relevant education
from a New York State or regionally accredited college or university will be
substituted for experience on a year-for-year basis.
PROMOTIONAL
Two (2) years of
permanent competitive status as a Planner-Youth Services.
