DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in the administration, planning and delivery of comprehensive human services.  The work involves the professional analysis and compilation of data on human services and the implementation of agency policy.  The incumbent supervises and coordinates the work of a professional and technical staff.  Supervision is received from an administrative supervisor through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises the development, coordination, and implementation of the comprehensive human services planning and delivery;

            Supervises and coordinates the work of a professional and technical staff;

            Directs an interagency analysis of human services data;

            Provides informational data and reports to supervisors, the Program Steering Committee or other appropriate planning committees;

            Serves as liaison with Program Steering Committee or other appropriate planning committees and implements policy decisions made by the committee(s);

            Maintains effective and cooperative relationships with Federal, State and local agencies in the area of human services;

            Compiles budgetary information and assists in the selection and recruitment of program staff;

            Develops a comprehensive method for evaluating the program plan.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of planning and implementing human services programs; thorough knowledge of research methods and techniques of data compilation and analysis; thorough knowledge of budgeting and public administration; ability to establish and maintain effective working relationships with civic leaders, department heads, public officials and volunteers; ability to supervise and coordinate the work of a professional and technical staff; ability to administer a program and implement policy decisions; ability to synthesize data and write reports; ability to express oneself clearly both orally and in writing; physical condition commensurate with the demands of the position.

           

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's degree in one of the Social Sciences, Business Administration or Public Administration and six (6) years of experience in business administration, public administration or the Social Sciences.  Two (2) years of this experience must have been in a supervisory position and at least four (4) years must have been in the field of human services planning, delivery or administration in a publicly provided human service; or,

            b) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree in one of the Social Sciences, Business Administration or Public Administration and eight (8) years of experience in business administration, public administration or the Social Sciences.  Two (2) years of this experience must have been in a supervisory position and at least four (4) years must have been in a field of human services planning, delivery or administration in a publicly provided human service.

 

NOTE:  Additional relevant education beyond a Bachelor's Degree from a college with federally-authorized accreditation or registration by NY State may be substituted for the non-supervisory/non-specialized experience.
