FEATURES OF THE CLASS
An employee in this class coordinates a federally funded
rental subsidy program for a municipal government. The incumbent plans and schedules program
activities and is responsible for the initial preparation of grant applications
and ongoing preparation of required reports.
Responsibility is included for the day-to-day administration of the
program and duties require independent judgment and initiative. Work is performed under the general direction
of an administrative superior. Does
related work as required.
TYPICAL WORK
ACTIVITIES
Prepares federal grant applications,
amendments and reports for administrative review;
Insures that projects are completed
in accordance with contractual agreements;
Screens applicants for eligibility,
prepares necessary forms to process eligible applicants and coordinates any
necessary recertification of participants and inspection of premises;
Serves as liaison with Federal,
County and local agencies involved in the program;
Recruits landlords for program
participation.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of federally funded rental subsidy
program laws, regulations, operations and grant procedures as they apply to
municipal agencies; ability to learn and utilize housing and building codes of
a town or village; ability to maintain effective working relationships with
public officials and program participants; ability to prepare comprehensive
reports; ability to express oneself clearly and concisely, both orally and in
writing; ability to supervise subordinates in a manner conducive to maximum performance
and high morale; physical condition commensurate with the demands of the
position.
MINIMUM
QUALIFICATIONS
Open Competitive
Either:
(a) Graduation from a college with federally-authorized
accreditation or registration by NY State
with a Bachelor's Degree and three (3) years of
experience in the administration of a federally funded rental subsidy program,
one (1) year of which included staff supervision; or,
(b) Graduation from a standard
senior high school or possession of a high school equivalency diploma and seven
(7) years of experience in the administration of a federally funded rental
subsidy program, one (1) year of which included staff supervision; or,
(c) An equivalent combination of
education and experience as defined by the limits in a) and b) except that no
substitution is allowed for the one (1) year of supervisory experience.

Three (3) years of permanent
competitive status as a Rental Subsidy Program Technician.
