DISTINGUISHING FEATURES OF THE CLASS

 An employee in this class is involved in the responsibility for assisting in planning, budgeting, preparing and implementing projects eligible for rehabilitation in a particular town or village.  Work is performed under the general supervision of the Community Development Project Supervisor.  The incumbent directs and participates in loan and grant activities in such areas as the rehabilitation of private homes, commercial revitalization and public improvements.  Supervision may be exercised over techni­cal and clerical personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Oversees and coordinates the compilation of data from assessment rolls, directories, Planning Board maps and census maps to establish the ownership and identification of all property along routes or areas being considered for public improvements;

            Monitors and oversees projects for compliance with required policies and procedures;

            Meets with residents and community representatives seeking public improvements or grants, and authorizes grants when requirements are met;

            Prepares periodic written and oral reports on Community Development projects;

            Provides information and referral services to the general public and speaks to civic organizations.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of federal and local laws and regulations as they apply to a municipal Community Development Agency; good knowledge of bank loan procedures; ability to meet and establish rapport with bankers, attorneys, accountants, home­owners, prospective homeowners and community representatives; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and one (1) year of experience in public administration, planning or business administration; or,

           

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and five (5) years of experience in public administration, planning or business administration; or, 

           

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
