DISTINGUISHING FEATURES OF THE CLASS

Under supervision, an employee in this class is responsible for the devel­opment and the administration of a program consisting of the housing rehabilita­tion element of the Community Development Program.  The employee is responsible for determining rehabilitation areas in liaison with local officials in the participating Towns and Villages along with supervising the financial and construction elements of the program.  Work is performed under the direct supervision of the Community Development Director.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists the Community Development Director in developing the program guidelines and budget.

          Negotiates home improvement loan arrangements with banks.

          Recruits, trains, and supervises staff of professionals, including loan advisors, cost estimators, building inspectors, and clerical staff.

          Coordinates Community Development in target areas and develops individual­ized rehabilitation plans where necessary.

          Pursues funding under Section 312 of the Housing and Community Development Act of 1974 and operates a separate rehabilitation loan program.

          Explores other Federal and State sources of rehabilitation funds.

          May attend conferences and seminars on rehabilitation, and assemble data on the subject.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of Housing and Community Development laws, regula­tions, and program operations; knowledge of all other Federally financed reha­bilitation loan and grant programs; familiarity with neighborhood preservation and code enforcement; ability to establish and maintain good public relations and effective communications with the officials of the participating towns and villages; ability to express oneself clearly and precisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Architecture, Engineering, or Urban Planning; and five years experi­ence in community development planning, two years of which were in the develop­ment and administration of Housing and Rehabilitation loan and grant programs; or,

          Satisfactory equivalent combination of the above education and experience.
