DISTINGUISHING
FEATURES OF THE CLASS
An
employee in this class is responsible for directing a Housing and Community
Development Grant Program. The incumbent
is responsible for programs administration, development and implementation of
the activities associated with the program, contract compliance, program
staffing and supervision. The incumbent
directly supervises several professional and clerical employees. Work is performed under the general supervision
of an administrative supervisor, and is reviewed through periodic reports and
project analysis. Does related work as
required.
TYPICAL
WORK ACTIVITIES
Supervises housing rehabilitation
projects authorized by Suffolk County;
Recommends program policy and
carries out authorized Community Development activities;
Assigns and supervises professional
and clerical personnel in program planning, financing, reporting, contract
compliance and community relation tasks; carries out oversight of municipal
community development programs;
Confers with official
representatives of other governmental units and County agencies;
Researches appropriate materials and
literature related to Housing and Urban Development programs in effect and
disseminates the appropriate materials and information to the various municipal
agencies involved;
Supervises the preparation of an
annual Community Development and Housing Assistance Plan;
Keeps abreast of new Housing and
Urban Development legislation and other programs that may be of interest to the
County and its municipalities.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of Community Development laws, regulations and program operations;
good knowledge of Community Development concepts and methods; ability to
establish and maintain good public relations and effective communications with
County agencies, municipalities and federal agencies involved with Housing and
Urban Development programs; ability to oversee and evaluate the implementation
of Housing and Urban Development programs in the municipalities; ability to
oversee housing rehabilitation projects for appropriate cost control, design
execution and unit production; ability to compile and prepare comprehensive
narrative and statistical reports for preparation of applications and
performance reports; ability to supervise professional and clerical personnel
in a manner conducive to maximum performance and high morale; good judgment;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a)
Graduation from a college with
federally-authorized accreditation or registration by NY State
with a Master's Degree in Public
Administration or a related field, and three (3) years of administrative experience, at least
two (2) years of which were in the
administration of a community development program; or,
b) Graduation from a college with federally-authorized accreditation or registration
by NY State with a Bachelor's Degree, and five (5) years of
administrative experience, at least two (2) years of which were in the
administration of a community development program; or,
c)
An equivalent combination of education and experience as defined by the
limits of (a) and (b).
