DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in the adminis­tration of a local program of community improvement projects. The incumbent performs  techni­cal work related to a community improvement program, and may be wholly responsible for one or more projects within the program.  The incumbent coordinates local services to provide unified assistance to specific localities. Supervision is received from an administrative supervisor through oral and written reports.  Does related work as required. 

 

TYPICAL WORK ACTIVITIES

          Acts as a technical assistant to an administrative supervisor; assists in inspecting and examining structures for rehabilitation;

          Assists in conducting town and neighborhood surveys and preparing reports for proposals and submission of workable programs in determining areas of greatest need;

          Assists in administrative details of programs for redevelopment projects being conducted by both public and private agencies for developing a master plan to provide for future needs and growth of a locality;

          Represents the department at inter-department and inter-agency meetings;

          Supervises a technical and clerical staff.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Knowledge of federal, state and local statutes regarding urban renewal and neighborhood improvement projects such as the Model Cities Programs; knowledge of sociological, economic, environmental and legal aspects of administering a community improvement program; knowledge of investigative techniques involving housing and building codes; knowledge of statistical methods and procedures used in the preparation of statistical reports; ability to establish and maintain effective working relationships with civic leaders, public officials and the general public; ability to plan, coordinate and supervise the work of a technical and clerical staff in a manner conducive to full performance and high morale;  physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          a)  Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree; or,

         

          b)  Graduation from a standard senior high school or possession of a high school equivalency diploma, and four (4) years of experience in community relations, urban develop­ment and planning or real estate management; or,

         

          c)  An equivalent combination of education and experience as defined by the limits of a) and b).
