DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is involved in the administration of local community improvement projects under the auspices of a town government.  The incumbent initiates programs dealing with neighborhood re-development with guidelines established by federal, state and local authorities.  Work performed is aimed at upgrading social and economic conditions in the area served.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Conducts town and neighborhood surveys to determine areas of greatest need;

          In conjunction with private consultants, develops a Master Plan to provide for future needs and growth of the locality.

          Submits programs for redevelopment projects to federal, state and local authorities;

          Establish and coordinate urban renewal projects;

          Provide for new and expanded public areas and parks as companion measures to upgraded housing and business properties;

          Supervises a technical and clerical staff.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Knowledge of federal, state and local statutes regarding Urban Renewal and neighborhood improvement projects such as the Model Cities Programs; knowledge of the sociological, economic, environmental and legal aspects of administering a community improvement program; ability to delegate authority for both profes­sional and clerical duties; ability to establish and maintain effective working relationships with civic leaders, public officials and the general public; knowledge of investigative techniques involving housing and building codes; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS                                 

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree, and two (2) years of experience in community relations, urban development and planning or real estate management; or,                                                   

           

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in community relations, urban development and planning or real estate management; or,

         

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
