DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in the planning, budgeting, preparation and implementation of eligible projects.  This position differs from Community Development Housing Technician in that the incumbent does not handle rehabilitation plans or construction elements.  Although this is a non-supervisory position, the incumbent oversees and monitors contractor performance and adherence to required procedures and policies.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Works with participating jurisdictions toward timely and correct completion of Community Development projects;

            Conducts project reviews with the staffs of participating jurisdictions, checking for adequacy of accounting systems and adherence to various required policies and procedures, during and following implementation of each Community Development project;

            Oversees contractor performance on federal wage, equal opportunity and construction reporting requirements;

            Conducts pre-construction conferences with approved contractors, interviews construction workers at construction site and reviews labor reports;

            Prepares environmental assessment of project's worksite to be undertaken with Housing Urban Development and Community Development funds, according to federal and local regulations;

             Advises municipal officials on eligibility of activities, project design and development, federal requirements and general program information; 

            Prepares Community Development grant documents and correspondence for federal and local officials;

            Handles various inquiries from municipal jurisdictions seeking new projects, fund transfers, and project changes.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of budget process and accounts payable voucher system; working knowledge of Housing and Community Development laws, regulations and program operations; ability to evaluate Housing and Urban Development programs in the municipalities; ability to establish and maintain effective working relationships with public interest groups and other organizations involved with Community Development; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

      Either:

            (a)  Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and two (2) years of experience in public administration, planning, urban affairs or other related fields; or,

           

            (b)  Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in public administration, planning, urban affairs or other related fields; or,

           

            (c)  An equivalent combination of education and experience as defined by the limits of (a) and (b).
