DISTINGUISHING FEATURES OF THE CLASS
An employee
in this class oversees the Community Development Block Grant Program projects
of local consortium members and acts as liaison between local communities, the
County and the Department of Housing and Urban Development (HUD). Work
includes the administration and coordination of Community Development Block
Grant project requirements and adherence to HUD regulations and laws. The incumbent supervises the Community
Development Specialist Is and IIs; and assists in the preparation of the
Community Development Block Grant application, amended applications, annual
performance reports and development of housing assistance plans. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists
in the overall activities associated with the administration of the Community
Development Block Grant;
Assists
in the preparation of the Community Development Block Grant applications,
amended applications, annual performance reports and the development of housing
assistance plans;
Guides
the deliberations of the Citizens Advisory Committee toward appropriate issues
such as identification of community development needs, setting priorities and
establishing short term and long term objectives which could serve as
guidelines for the overall Community Development Program;
Oversees
and implements the compliance of Community Development projects with Environmental
Review, Historic Preservation, Fair Housing and Equal Opportunity, and other
related laws and regulations;
Acts
as a liaison between local municipalities, the County and HUD;
Negotiates
contracts with financial institutions for the establishment of housing and
commercial rehabilitation programs;
Serves
as staff person to the Citizens Advisory Committee.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of Housing Community Development Block Grant laws and regulations;
thorough knowledge of Community Development rehabilitation and bank lending
practices; good knowledge of Environmental, Historic Preservation, Fair Housing
and Equal Opportunity, Labor, and Contractual laws and regulations; ability to
establish and maintain effective working relationships with local public
officials and HUD; ability to prepare reports; ability to supervise in a manner
conducive to full performance and high morale; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a)
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and two (2) years of administrative experience in a
community development program; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and six (6) years of experience in a community development
program, at least two (2) years of which must have been in an administrative
capacity; or,
(c)
An equivalent combination of education and experience as defined by the limits
of (a) and (b).
