DISTINGUISHING FEATURES OF THE CLASS
An employee
in this class performs technical work related to the administration of the Community
Development Program. The work involves
the planning and implementation of eligible projects, budgeting and preparation
of annual plans and reports. This
position differs from that of a Community Development Housing Analyst in that
it deals with administration of the overall programs rather than the
coordination of the housing rehabilitation facet of the Community Development
Program. The incumbent may assist the
Community Development Project Administrator in the application and budget
process and the preparation of an annual performance report. Does related work as required.
TYPICAL WORK ACTIVITIES
Coordinates
overall activities associated with the administration of the Community
Development Program;
Assists
in preparing departmental budget, annual reports and other special reports;
Plans
eligible projects in conjunction with municipal officials;
Acts
as the liaison between public interest groups and other organizations involved
in Community Development;
May
supervise the clerical staff of the program.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of Housing and Community Development laws, regulations and program
operations; good knowledge of applicable Housing and Urban Development
regulations; good knowledge of budget process and accounts payable voucher
systems; good knowledge of the methods and techniques of administration,
organization and supervision; ability to plan, implement and evaluate Housing
and Urban Development programs in the municipalities; ability to establish and
maintain effective working relationships with public interest groups and other
organizations involved with Community Development; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a)
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and four (4) years of experience in management or program
analysis, program evaluation, budgetary analysis, planning, urban affairs or
other related fields; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and eight (8) years of experience in management or program
analysis, program evaluation, budgetary analysis, planning, urban affairs or
other related fields; or,
(c)
An equivalent combination of education and experience as defined by the limits
of (a) and (b).
