DISTINGUISHING FEATURES OF THE CLASS

An employee in this class prepares cost estimates, work write-ups and construction bid specifications for the rehabilitation of residential and commercial property. The incumbent inspects and approves completed rehabilitation, and counsels homeowners on rehabilitation plans, costs and inclusion of construction elements.  Work is reviewed by an administrative supervisor.  Does related work as required.

 

 

TYPICAL WORK ACTIVITIES

            Inspects and examines structures submitted for rehabilitation, and prepares detailed estimate for correcting deficiencies;

            Prepares bid specification for construction work requested by property owners;

            Acts as an advisor to property owners as to the construction costs, options, material characteristics, contractor obligations and contract and warranty terms;

            Reviews bids of contractors for accuracy and consistence with bid specifications and generally available cost data;

            Inspects construction work and materials during and after completions;

            Monitors compliance of contractor with bid conditions;

            Coordinates inspections of local building officials.

           

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of cost estimating; thorough knowledge of residential housing construction techniques, standards and materials costs; ability to prepare bid specifications for construction; ability to review and inspect construction work for compliance to bid specifications; ability to deal effectively with the general public, and counsel them as to all aspects of construction; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the  demands of the position.

 

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Planning, Public Administration, Urban Affairs or a related field, and two (2) years of experience in building construction, building inspection, building construction cost estimation or a related field; or,

           

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in building construction, building inspection, building construction cost estimation or a related field; or,

           

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
