DISTINGUISHING FEATURES OF THE CLASS

The Town Planning Director is responsible for directing and administering the policies, procedures and regulations of a town planning department. The employee develops and implements a variety of planning studies and environ­mental programs.  The work is interdisciplinary in that it requires a knowledge of planning principles as well as environmental concerns and the impact of these elements on the decision making process.  Supervision is exercised over a staff of profession­al, technical and clerical personnel. Work is performed under the general direction of the town board and is reviewed through conferences and written reports.

 

TYPICAL WORK ACTIVITIES

            Plans, organizes and directs the activities of a staff of professional technical and clerical personnel engaged in compiling, analyzing, evaluating and interpreting data pertaining to planning and environmental studies;

            Administers the enforcement of planning and environmental programs, policies and ordinances adopted by the town;

            Prepares comprehensive reports of departmental activity as well as reports reflecting the impact of planning and environmental studies;

            Serves as technical advisor to the town board, represents the town board on contacts with other jurisdictions, departments and commissions on matters concerning planning and the environment;

            Prepares annual budget for approval of the town board.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices, methods and techniques of community, regional, and environmental planning; good knowledge of current literature, recent developments, and other sources of information in public planning and environ­mental protection; good knowledge of those aspects of civil engineering, economics, public finance, sociology, architecture and environmental concerns which impact on town planning; good knowledge of statistical concepts and methods; ability to plan, supervise and review the work of a professional and technical staff in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with civic leaders, public officials, and the general public; ability to conduct planning studies and formulate recommendations for planning and environmental standards in the development of overall town plans; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Planning, Architecture, Landscape Architecture, Political Science, Economics, Geography, Environmental Studies, Civil Engineering, or a related field, and six (6) years of experience in community or regional planning, one of which must have been in a supervisory capacity; or,

            (b) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master’s Degree in one of the above areas and four (4) years of experience in community or regional planning, one of which must have been in a supervisory capacity.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Assistant Town Planning Director.
