DIRECTOR OF WATER SERVICES 1597
The
work involves the administration of a public water program for a municipal
government. Under general supervision,
an employee in this class is responsible for the program development of public
water installations in a particular town or village. Work includes planning, development and subsequent implementation
of such a program. The employee is
involved in progress reports, budgetary work, and functions as a liaison with
the community and other agencies in program-related matters. Supervision may be exercised over a small
number of employees in administrative assignments and work is reviewed through
reports and conferences with an administrative superior. Does related work as required.
TYPICAL WORK ACTIVITIES
Works as a liaison with
the Water Authority in planning water programs;
Analyzes the total pool
of funding to determine dollar allocations for water projects;
Talks with community
members regarding water main installation projects;
Examines Water Authority
installation credits generated by previous construction in the program;
Reports to a supervisor
on the flow and implementation of various grant programs specific to public
water installations;
Makes suggestions to an
administrative superior regarding public eligibility for each program as
specified by each grant (i.e., contamination, income restrictions, etc.);
Assists an administrative
superior in attendance at hearings regarding water problems;
Implements actual
construction of water mains needed for water hookups;
Notes hearings regarding
water problems, and assists an administrative superior in attendance at such
functions;
Serves as an assistant in
the development of public water programs, as directed by an administrative
superior;
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive knowledge of Housing and Community Development laws, as they pertain to water installations in municipalities; comprehensive knowledge of general contracting relating to water service connections; good knowledge of planning concepts; good knowledge of cost analysis involved in water projects; ability to learn building codes of a town or village; ability to work with community and civic groups, County and Federal officials in the planning and coordination of municipal water programs; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS

(a) Graduation from a New
York State or Regionally accredited college or university with a Bachelor's
Degree and two (2) years of experience in public administration or planning;
or,
(b) Graduation from high
school or possession of a high school equivalency diploma and six (6) years of
experience in public administration or planning; or,
(c) An equivalent combination
of education and experience as defined by the limits of (a) and (b).
