DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for assisting the Director of Traffic Safety in directing the activities of a technical and clerical staff engaged in traffic engineering studies, traffic engineering design and traffic safety programs in the traffic engineering and safety division of a public works department.  Assignments are usually broad in scope with considerable opportunity for the use of independent professional judgment and for making technical decisions of considerable difficulty.  Work is performed under the direction of the Director of Traffic Safety and is reviewed generally upon completion for conformity with departmental policies and regulations.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists in directing studies of highway conditions, capacity, volume, speeds and traffic variations; 

          Assists in directing studies of causes of accidents in high incidence locations, evaluates data provided by engineers, and recommends highway and intersection modifications and placement of additional signals and traffic controls where the need is indicated; 

          Assists in directing the preparation of plans, specifications and estimates for the installation of traffic control devices; 

          Conducts meetings with agencies and individuals interested in improved traffic regulations and traffic safety and works to achieve cooperation between public and private sectors; 

          Assists in directing studies of effectiveness of safety devices. 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

          Comprehensive knowledge of the principles of traffic engineering; 

          Comprehensive knowledge of the technique and interpretation of statistical studies of traffic accidents and projected traffic loads; 

          Comprehensive knowledge of highway design, as related to traffic safety and flow; 

          Ability to plan and supervise the work of technical and clerical personnel; 

          Ability to present reports clearly and concisely, both orally and in writing; 

          Ability to establish and maintain effective working relationships with officials, the staff and the public.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or Regionally accredited college or university with a Master’s Degree in Engineering, Traffic Engineering, Transportation Planning, or a related field, and five (5) years of experience in the field of traffic engineering, highway planning, transportation planning or the administration of traffic safety programs; at least two (2) years of this experience must have been in an administrative capacity; or,

 

           (b) Graduation from a New York State or Regionally accredited college or university with a Bachelor's degree in Engineering, Traffic Engineering, Transportation Planning, or a related field, and seven (7) years of experience in traffic engineering, traffic safety, highway planning, transportation planning, or the administration of traffic safety programs; at least two (2) years of this experience must have been in an administrative capacity. 

 

           (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Traffic Engineer III.
