DISTINGUISHING
FEATURES OF THE CLASS
Under general
direction, an employee in this class administers the County’s bus
transportation operations, including its own bus fleet and associated contracted
bus companies. The work involves directing the activities of technical and
clerical personnel in conducting transportation studies and analyses, and
developing program proposals and departmental contracts. The incumbent prepares
and administers an annual bus transportation work program and prepares and/or
reviews associated transportation reports. The employee is expected to exercise
considerable independent judgment and initiative in the performance of duties.

TYPICAL WORK
ACTIVITIES
Plans, directs and
reviews the work of administrative, professional and clerical personnel engaged
in compiling, analyzing and evaluating data for the annual bus transportation
work program;
Directs the
preparation of federal and state applications for bus transportation funding
and transit grant applications;
Prepares the
operating and capital budget for transportation operations;
Organizes,
supervises and participates in bus transportation surveys, studies and projects
and prepares technical and comprehensive reports;
Reviews project
proposals and other reports to determine their feasibility for system
implementation and effected efficiencies for the bus systems operation;
Represents the
County at local and regional meetings related to the bus system operations;
Reviews contracts
and budget information regarding the acquisition and disposal of County buses;
Administers
operating programs approved for implementation;
Administers and
coordinates the activities of the County’s para-transit and bus fleet programs;
Establishes
policies concerning public safety operations and develops and administers a
formalized preventive maintenance program for County owned and contracted buses.

Comprehensive
knowledge of effective research methods in the transportation field; thorough
knowledge of the principles, practices and techniques of public administration,
public finance and budgeting; thorough knowledge of the laws, policies and procedures
for the administration of a municipal transportation system; thorough knowledge
of the operating principals and maintenance needs of the County’s bus system; thorough
knowledge of developing a preventive maintenance program for the County’s bus system;
thorough knowledge of contract terminology and
procedures; good knowledge of office management and
organization; ability to supervise the work of a technical and clerical staff
in a manner conducive to full performance and high morale; ability to organize
and analyze data and prepare comprehensive reports; ability to establish and
maintain good working relationships with community leaders, professional
consultants, government officials and the public; ability to express oneself
clearly, both orally and in writing; ability to exercise good judgment and
initiative; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized accreditation
or registration by New York State with a Bachelor’s degree, and eight
(8) years of experience in the administration of a municipal public transportation
system, at least four (4) years of which must have been in a supervisory
capacity.
