DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for organizing and supervising various research field studies and for preparing reports requested by the Commissioner of Public Works or an administrative supervisor.  Assignments are received with general instructions, but the employee is expected to utilize a high degree of technical knowledge, initiative, resourcefulness and judgment in carrying them to completion.  Supervision is exercised over professional, technical and clerical personnel.  Work is reviewed by the Commissioner of Public Works or an administrative supervisor through conferences and reports.  Does related work as required.    

 

TYPICAL WORK ACTIVITIES

            Directs various research studies in transportation;

            Supervises the work of professional and technical subordinates in the collection and analysis of data;

            Corresponds with state and local agencies regarding current transportation surveys and data;

            Responsible for the preparation of statistical reports and sketches;

            Reviews survey reports and makes recommendation for new projects;

            Directs programs for the development of transportation facilities for the County;

            May represent the department at meetings with State agencies and local municipalities.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices, methods and techniques of transportation planning; thorough knowledge of the techniques and methods of data collection and statistical analysis; ability to supervise and direct the work of professional, technical and clerical subordinates; ability to analyze data and write reports; ability to establish effective working relationships with civic leaders; public officials and the general public; ability to communicate effectively, orally and in writing; good judgment; initiative.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either: 

            a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Transportation Planning and five (5) years of experience in transportation planning, three (3) years of which must have been in a supervisory capacity; or,

            b) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Planning or Civil Engineering, and seven (7) years of experience in transportation planning, four (4) years of which must have been in a supervisory capacity; or,

            c) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and nine (9) years of experience in transportation planning, four (4) years of which must have been in a supervisory capacity.

 

NOTE: Additional education in transportation planning beyond a Bachelor’s Degree may be substituted for non-supervisory experience on a year-for-year basis, up to a maximum of three (3) years.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Principal Planner (Transportation).
