DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class administers and
coordinates the County’s transportation services for citizens with special
needs. The work ranges from preparing
requests for bids to ensuring that contractors provide satisfactory service in
all respects, and includes directing the technical and planning phases of new
special transportation services.
Supervision is exercised over a technical staff and is received from an
administrative supervisor through conferences and written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Develops standards for contractors
providing transportation services to senior citizens and the handicapped,
meeting state and federal requirements and including additional stipulations
when needed;
Prepares requests for
bids and determines procedures for evaluating bidders;
Supervises the
contractors’ compliance in meeting contract requirements;
Establishes and maintains
cooperative relationships with all County and other agencies involved in
providing transportation services for handicapped and senior citizens;
Studies possible means of
reducing the transportation program’s costs while maintaining the necessary
high standards;
Supervises the planning
and technical implementation aspects of new special transportation services.

CHARACTERISTICS
Thorough knowledge of the principles and practices of transportation
planning; thorough knowledge of transportation program administration, and of
the policies and procedures governing the operation of same; thorough knowledge
of the scope of the County’s responsibility in the field of special
transportation; thorough knowledge of County geography and of the laws and
safety regulations pertaining to the operation of vehicles used for the
transportation of handicapped and senior citizens; ability to supervise the
work of a technical staff in a manner conducive to full performance and high
morale; ability to establish and maintain good working relationships with
community and other agency representatives, professional consultants and the
public; ability to express oneself clearly, both orally and in writing; ability
to analyze facts and arrive at sound conclusions; good judgment; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New
York State or Regionally accredited college or university with a Bachelor’s
degree, and five (5) years of experience in transportation planning or
administration, at least two (2) years of which must have been in a supervisory
capacity.
NOTE:
Additional relevant education beyond a Bachelor’s degree from a New York
State or regionally accredited college or university may be substituted for
non-supervisory experience on a year-for-year basis, up to a maximum of three
(3) years.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Senior Planner (Transportation).
