TRANSPORTATION ANALYST II 1643
The employee performs independent
analytical and developmental work in town programs of traffic safety and
transportation. The employee assists
the Director of Transportation and Traffic Safety in the planning, development
and implementation of capital assistance projects and in the analysis,
preparation, negotiation and implementation of a comprehensive traffic safety
plan supported by contracts with state and federal funding agencies. Work differs from Intergovernmental
Relations Coordinator in that the Public Transportation Analyst II conducts
studies, develops and prepares documentation to support grant proposals, acts
as project manager for implementation to support grant proposals, acts as
project manager for implementation of funded research. The employee trains and supervises
subordinates in data collection, research and project implementation. Supervision is received from the
administrative superior through consultation, conferences, review of oral and
written reports and evaluation of effectiveness of services rendered.
Prepares
proposals for funds for capital equipment and operating subsidies;
Prepares
labor relations agreements with transit companies and labor unions;
Prepares
specifications for transportation vehicles for open-competitive bidding and
reviews specifications for participation in consortium bidding under Urban Mass
Transportation Act guidelines;
Conducts
transit studies; analyzes ridership, costs and utilization; makes
recommendations for funding sources and for effective implementation of the
program;
Negotiates
franchise agreements with operators and coordinate these routes with County
transportation programs;
Conducts
and analyzes traffic studies in conjunction with traffic engineering staff,
prepares a comprehensive five-year planning document to substantiate
eligibility for State funds, prepares application for grants and develops
guidelines for implementation;
Prepares
estimates for funding, negotiates grants and processes agreements with funding
agency;
Implements
the program as project manager, directing and supervising personnel assigned to
program;
Instructs
and supervises transportation interns as part of a joint agreement with an
urban technical institute;
Confers
with Intergovernmental Relations Coordinator in submitting proposals to funding
agencies and administering grants under agency contact.
Working knowledge of federal,
state and agency regulations and laws relating to public transportation and
traffic safety; working knowledge of the principles and practices of traffic
safety and the ability to identify traffic safety hazards and collect and
analyze pedestrian and vehicular accident data; good knowledge of the funding
resources for projects involving bus-based mass transportation and traffic
safety; good knowledge of labor laws and federal and state regulations which
apply to bus franchise operations; good knowledge of contemporary employment
practices, comparative wage rates and employment standards in the field of
franchised bus operations; ability to negotiate complex contracts for purchase
of buses in cooperation with consortium partners; ability to plan and supervise
the work of technical and clerical personnel; ability to present reports
clearly and concisely, both orally and in writing.

Graduation
from a New York State or Regionally accredited college or university with a
Bachelor's Degree and four years experience in the analysis of transportation
and traffic control programs, at least one year of which shall be in the
development and analysis of mass transit programs; or,
Satisfactory
equivalent combination of the above education and experience providing,
however, that the candidate shall have at least one year experience in the
development and analysis of traffic control and or mass transit programs.
