DISTINGUISHING FEATURES OF THE CLASS

An employee in this class directs and coordinates the work of a technical and clerical staff engaged in engineering studies, statistical research and education for the purpose of achieving a better level of traffic safety.  The incumbent recommends appropriate measures to town officials to improve traffic safety.  The employee works with considerable independence in developing an effective program for the diagnosis of traffic safety problems and for remedying them.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

            Directs studies of road conditions, capacity, volume, speeds and traffic variations;

            Directs studies of causes of accidents in high incidence locations, evaluates data provided by subordinates, and recommends highway and intersection modifications and placement of additional lights and traffic controls where the need is indicated;

            Conducts meetings with agencies and individuals interested in improved traffic regulations and traffic safety and works to achieve cooperation between public and private sectors;

            Directs studies of vehicular, human and environmental factors contributive to accidents;

            Directs studies of effectiveness of safety devices and extent of their use when accidents occur;

            May supervise field and maintenance crews engaged in street light maintenance and repairs.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles of traffic engineering; thorough knowledge of the technique and interpretation of statistical studies of traffic accidents and projected traffic loads; thorough knowledge of highway design, as related to traffic safety and flow; ability to plan and supervise the work of technical and clerical personnel; ability to present reports clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with officials, the staff and the public; physical condition commensurate with the demands of the position.

           

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a New York State or Regionally accredited college or university with a Master’s Degree in Engineering, Traffic Engineering, Transportation Planning, or a related field, and four (4) years of progressively responsible experience in the field of traffic engineering, traffic safety, highway planning or transportation planning, at least one (1) year of which must have been in an administrative capacity; or,

 

            (b) Graduation from a New York State or Regionally accredited college or university with a Bachelor’s Degree in Engineering, Traffic Engineering, Transportation Planning, or a related field, and six (6) years of progressively responsible experience in the field of traffic engineering, traffic safety, highway planning or transportation planning, at least one (1) year of which must have been in an administrative capacity; or,

 

            (c) Graduation from a standard senior high school or possession of an equivalency diploma and ten (10) years of progressively responsible experience in the field of traffic engineering, traffic safety, highway planning or transportation planning, at least one (1) year of which must have been in an administrative capacity; or,

 

            (d) An equivalent combination of education and experience as defined by the limits of (a), (b) and (c).

            PROMOTIONAL

            One year of permanent competitive status as an Assistant Town Director of Traffic Safety.
