DISTINGUISHING FEATURES OF THE CLASS
The
duties of this position involve researching, developing and coordinating
programs to improve awareness of traffic safety. Such programs may include the certified New York State Defensive
Driving Course, demonstration projects and the use of mass media to inform and
educate the public on how to reduce the number and severity of highway accidents. An employee in this class is responsible
for establishing good community relations by meeting with various groups and
representatives on a regular basis to discuss problems and obtain feedback on
the success of programs. Under general
direction, the incumbent is responsible for conducting research as to causes
and possible modes of highway accident prevention; developing programs based
on that research including traffic safety rules, pedestrian and bicycle safety
and the effect of alcoholism, drowsiness and drug addiction on traffic
accidents; and encouraging citizen participation in highway safety
programs. The employee will serve as a
coordinator among various groups and lecturers who are supplied with necessary
visual aids and materials to support the objectives of the programs. Responsibility includes administering grant
monies for the Traffic Safety Education Program. Does related work as required.
TYPICAL WORK ACTIVITIES
Acts
as liaison between various groups and representatives to discuss traffic safety
problems and ideas;
Conducts research into
causes and possible modes of prevention of highway accidents;
Develops programs
pertaining to traffic safety using films and printed and personal
presentations;
Coordinates and assigns
traffic safety lecturers;
Provides programs to
instruct on safety based on analysis of needs, for example; the older driver
and safety education for children;
Coordinates efforts to
advise public of existing programs; evaluates existing programs;
Encourages citizen
participation in highway safety programs;
Locates and previews
resources on Traffic Education material and approaches for presentation;
Administers grant monies
for Traffic Safety Education Program under guidelines on grant expenditures;
Joins organizations to
establish community contacts;
Reviews accident reports
to set priorities;
Sends for material from
commercial establishments to build large resource of information;
Implements arrangements
for departmental participation in various exhibits, displays and radio tapings;
Speaks at community
groups and gatherings;
Supervises full or
part-time employees within project.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good
knowledge of the practices and techniques of traffic safety education; good
knowledge of researching and developing traffic safety programs; ability to
establish and maintain effective working relationships with various groups;
ability to plan and direct programs relating to traffic safety education;
ability to learn the principles and techniques of advertising and public relations;
ability to follow guidelines of grant expenditures; ability to present ideas
clearly and concisely, both orally and in writing; ability to evaluate various
traffic safety programs and data.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
(a) Completion of sixty
(60) credit hours at a New York State or Regionally
accredited college or university and two (2) years of
experience in traffic safety education; or,
(b) Graduation from high
school or possession of a high school equivalency diploma and four (4) years of
experience in traffic safety education.
NECESSARY SPECIAL REQUIREMENT
Candidates must be
certified instructors and instructor-trainers of an approved Motor Vehicle
Accident Prevention Course in New York State's point insurance reduction
program.
