DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class evaluates and prepares proposals for data communication systems, advises user agencies about telecommunication requirements, and maintains and updates telecommunication networks. Direct supervision may be exercised over subordinate technical personnel. Work is performed under an administrative supervisor and is reviewed through conferences, submission of reports, and evaluation of work performed. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans
new data communications systems and modifies existing ones;
Meets with agency representatives to determine and define telecommunications
needs; conducts on-site surveys;
Prepares cost estimates for new users and orders equipment;
Diagnoses and determines methods to resolve complex technical
problems;
Tests new equipment and makes recommendations;
Acts as liaison to users, vendors and telephone company;
Conducts annual inventory of all telecommunications equipment;
Determines cost-effective network and system changes; analyzes
impact of tariff increases;
Determines accuracy of telephone company charges and resolves
errors.

knowledge of data communications equipment, technology and terminology; through
knowledge of methods of telecommunications analysis; good knowledge of cost
comparison techniques; good knowledge of tariffs and their impact; ability to
analyze telecommunications needs and determine solutions; ability to diagnose complex
technical problems; ability to establish satisfactory working relationships
with others; ability to supervise in a manner conductive to full performance
and high morale; ability to express oneself clearly both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS

COMPETITIVE
Either:
(a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Computer Science and three
(3) years of experience in operation and maintenance of computerized
telecommunications equipment; or
(b) Graduation from a standard senior high
school or possession of a high school equivalency diploma and seven (7) years
of experience in operation and maintenance of computerized telecommunications
equipment; or
(c) An equivalent combination of education and
experience as defined by the limits of (a) and (b).
