DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class
organizes, designs, develops and executes graphic art and photography
production in response to department or jurisdictional needs. The incumbent
oversees all graphics assignments including brochures, mailers, newsletters,
catalogs, programs, diagrams, charts, slides, maps, transparencies and all
office material from the creative phase to the final product. Responsibilities include consultations with
staff prior to production and making recommendations for appropriate graphic
portrayals. Supervision may be exercised
over lower level graphic arts personnel.

TYPICAL WORK ACTIVITIES
Establishes
and supervises cataloging and retrieval procedures for photographs, art works,
flats, forms, displays, etc;
Maintains
a production directory and job numbering system for production and forms
control;
Reviews
incoming requests for the graphics work required, estimates costs and may write
up bid specifications for graphics materials and supplies;
May
research and employ outside services such as printers, typographers, artists
and sign painters;
Researches
and recommends the purchase of computer hardware, graphics software and
reproduction equipment;
May
produce computer-based graphic design work and create and/or convert web-based
graphics;
May
prepare and send out printed material electronically to an outside print shop;
May
assign the appropriate typesetting machine to produce required work;
May
maintain an inventory of printing supplies and chemicals;
Consults
with and assists members of the professional staff, and provides supportive
material;
May
maintain records for charge-backs and budget purposes.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of art, design, computer based
typography, graphic artwork software and programs, photography and various
typesetting and duplicating machines and equipment; thorough knowledge of
current principles, practices, methods and techniques of commercial and graphic
art; ability to utilize basic skills in all forms of art work and graphic
design; ability to establish effective working relationships with others;
ability to provide supervision in a manner conducive to full performance and
high morale; ability to conduct research and prepare reports; ability to
express oneself clearly and concisely, both orally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation
from a college with federally-authorized accreditation or registration by NY State
with a Bachelor's Degree in Art; or;
(b) Graduation
from a standard senior high school or possession of a high school equivalency
diploma, and four (4) years of experience in graphic arts work; or,
(c) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
PROMOTIONAL
Two (2) years of permanent competitive
status as a Copy Camera Operator II; or,
Two (2) years of permanent competitive
status as a Duplicating Machine Operator III.
