DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises and participates in the performance of highly skilled technical work operating electronic, audio-visual and photographic equipment such as videotape recorders, television cameras, film projectors and related equipment for public relations and training projects.  The incumbent translates program requirements into film productions including the compilation of scripts and the determination of material, equipment and personnel. The incumbent may make photographic records of special events and instructional materials for inclusion in reports and publications for internal and external dissemination.  Supervision is exercised over a unit of Audio-Visual Production Specialists and support personnel.  The incumbent works under the direction of an administrative supervisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises the operation of videotape recorders, voice tape recorders, television cameras, film projectors, slide and overhead projectors and other related electronic, audio-visual and photographic equipment;

            Ensures that the above equipment is properly maintained, serviced and repaired;

            Compiles scripts, stages minor film productions, determines material, equipment and personnel needed;

            Inspects, edits, splices and repairs videotape, voice tape, film, film strips and slides;

            Instructs personnel in the proper operation of the various types of electronic and audio-visual equipment;

            Photographs training activities for public relations projects and staff training;

            Develops, reproduces and disseminates films and prints for inclusion in reports and other internal and external publications;

            Maintains operating and maintenance records of all assigned equipment;

            Conducts inventories and maintains inventory records on all assigned equipment;

            Advises higher management on equipment requirements for various public relations and instructional projects;

            Prepares the annual budget report for the in-service training unit;

            Assigns and reviews the work of Audio-Visual Production Specialists;

            Attends audio-visual engineering and production technical conferences;    

            Reviews drafts of publications and recommends changes.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the operation of electronic, audio-visual and photographic equipment utilized in still and motion picture photography, including videotape recorders, voice recorders, television cameras, film projectors, overhead projectors and other audio-visual and photographic equipment; thorough knowledge of the methods and techniques used in developing and enlarging films, film strips and slides in color and black and white; thorough knowledge of the methods and techniques required for the proper maintenance of films, film strips and slides; thorough knowledge of the methods and techniques used in the technical publications field as they relate to layout and paste up of draft documents, brochures and related material; good knowledge of the principles, practices, methods and techniques associated with the field of public relations; ability to compile scripts, stage minor film productions and determine the material, equipment and personnel necessary for such productions; ability to use innovative and effective methods in the production of videotape films, voice tapes, film strips, slides and photographs; ability to assist in the organizing, directing and accomplishment of promotional campaigns; ability to interpret oral and written technical instructions; ability to establish and maintain accurate inventory and other types of records; ability to prepare comprehensive and accurate reports; ability to supervise personnel in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS      

            OPEN COMPETITIVE

            Either:

                      a) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree, and six (6) years of technical experience in television, newspaper, magazine, marketing, electronics, photography or public relations work which involved utilizing audio-visual and photographic equipment; or,

                      b) Graduation from high school or possession of a high school equivalency diploma, and ten (10) years of experience in television, newspaper, magazine, marketing, electronics, photography or public relations work which involved utilizing audio-visual and photographic equipment; or,

                      c) An equivalent combination of training and experience as defined by the limits of a) and b).

            PROMOTIONAL

            Two years of permanent competitive status as an Audio-Visual Production Specialist.
