DIRECTOR OF EDUCATION AND GOVERNMENT CABLE ACCESS 1970
An employee in this class is
responsible for the administration and day-to-day operations of a municipality’s
Education and Governmental Access television channel. The incumbent is expected to exercise independent judgement and
initiative in technology implementation, broadcast operations, program
scheduling and production as well as public and community outreach. Supervision is exercised over a technical
staff. Work is performed under the
general supervision of the Town Board and is reviewed through periodic
conferences, reports and observations.
Performs related work as required.
Typical
work activities:
Oversees the installation,
maintenance and operation of the broadcast control and tape insertion system;
Designs and implements a reliable
automated programming insertion process;
Develops a flexible program
schedule that can accommodate program changes and evolve to serve the needs of
the audience;
Supervises the acquisition and
insertion of station programming;
Provides direction for taping of various regularly scheduled events and
supervises field production staff;
Develops a station identity and
related art and designs for on-air identification, special programming,
community announcements, and printed collateral;
Develops promotion campaigns to
spread public awareness about the channel and its mission;
Recruits channel staff, interns,
volunteers and talent for on-camera performances, writing, on-air
announcements, voiceovers, and other station operations;
Develops relations with
governmental agencies, police, and emergency services to help promote public
awareness on community issues;
Creates and oversee all operating
budgets, purchasing for the station and development schedules.
Comprehensive knowledge and understanding of current Federal
and State laws pertaining to the operation and administration of Education and
Governmental channels; comprehensive knowledge of the principles, practices,
methods and techniques used in the production of broadcast television, films,
videos and other promotional materials; thorough knowledge
of the principles and practices of public relations and advertising; good
knowledge of the programs and services provided by the employing agency or
municipality; ability to plan and direct promotional campaigns; ability to
supervise a staff in a manner conducive to full performance and high morale,
and to carry out other administrative functions as required; ability to express
oneself clearly and concisely, both orally and in writing; ability to establish
and maintain cooperative relationships with media representatives and public
officials; physical condition commensurate with the demands of the position.

Either
a) Graduation from a New York State or regionally accredited college or university with a Master’s Degree in Broadcasting, Communications, Journalism, Public Relations or a related field, plus four (4) years of administrative experience in media production, broadcasting, journalism or a related field.
b) Graduation from a standard
senior high school or possession of a high school equivalency diploma plus ten
(10) years of experience in media production, broadcasting, journalism or a
related field, four (4) of which must have been in an administrative capacity.
c) An equivalent combination of education
and experience as defined by the limits of a) and b).
