DISTINGUISHING FEATURES OF THE CLASS
Under general supervision of the Director of Nursing
Care, an employee in this class has responsibility for maintaining the
standards of professional nursing services in a county institution. Work involves supervision over the entire
nursing staff and nursing program. Work
is reviewed by the Director of Nursing Care by means of periodic reports,
frequent consultations and observations.
Does related work as required.
TYPICAL WORK ACTIVITIES
Maintains
master staffing schedules and reviews same to provide for proper quantity and
quality of nursing personnel for patient care;
Insures
that all professional and allied nursing personnel are assigned duties
consistent with their education and experience, based on the characteristics of
the patient load;
Assists
the Director in the preparation, evaluation and interpretation of nursing
policies and procedures affecting total patient care;
Assists
the Director in implementing federal and state requirements for nursing homes
as they apply to nursing services;
Participates
with the Director and Assistant Director of Nursing Care (Training) in
establishing, reviewing and implementing policies for orientation, in-service
and staff development for all employees in the Nursing Division;
Evaluates
the performance of supervisory personnel; insures that supervisory personnel
evaluate all of their support staff;
Reviews
staffing and evaluations of nursing employees and makes necessary
recommendations for changes;
Makes
rounds with supervisory personnel.
Evaluates and revises forms used by nursing personnel;
Serves
on committees; assists with preparation of administrative reports and carries
out other functions as defined by the Director of Nursing Care;
Assumes
responsibility for the Department of Nursing in the absence of the Director.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of principles and practices of
professional nursing; good knowledge of federal and state regulatory rules and
procedures as they apply to nursing services; good knowledge of modern
principles, practices and techniques in nursing administration; good knowledge
of current developments, literature and sources of information in the field of
geriatric nursing; skill in the applications of nursing techniques and
practices; ability to plan, assign and supervise the work of professional and
of non-professional nursing personnel in a manner conducive to full performance
and high morale; ability to sympathetically understand the physical, emotional
and spiritual needs of the aged, chronically ill and disabled; ability to
maintain accurate records and to develop policies and procedures; ability to
instruct support personnel and demonstrate approved nursing techniques;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a college with
federally-authorized accreditation or registration by NY with a Bachelor's Degree in Nursing and two (2)
years of nursing experience; or
b) Graduation from a college with
federally-authorized accreditation or registration by NY with an
Associate’s Degree in Nursing and four (4) years of nursing experience.
NECESSARY SPECIAL REQUIREMENT
At the time of appointment, the candidate must be
licensed to practice as a Registered Nurse in the State of New York. This license must be maintained throughout
employment in this title.
