DISTINGUISHING FEATURES OF THE CLASS

Under the general direction of the Director-Nursing Home and in coordination with the medical director, an employee in this class is responsible for the administration and supervision of clinical services throughout the John J. Foley Skilled Nursing Facility.  The incumbent is responsible for assisting the director in the development, interpretation and implementation of policies and procedures pertaining to nursing services, rehabilitation therapies, social work services, therapeutic recreation, laboratory and diagnostic services, medical records and pharmaceutical services.  Responsibility is included for ensuring that each of the assigned disciplines are operating in compliance with federal, state and local standards, guidelines and regulations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists the Director-Nursing Home in establishing and implementing policies and procedures relevant to clinical services;

          Coordinates with the medical director in developing medical policies relating to patient care;

          Develops and maintains methods for coordination of all clinical services as defined by federal, state and local rules and regulations;

          Conducts clinical rounds to review outcome of clinical practices, status of resident environments, and staff compliance with established policies and procedures, and participates in daily team meetings;

          Reviews the work of clinical services personnel engaged in the care and treatment of the patients;

          Interviews, recommends employment and termination of clinical services personnel;

          Serves on various committees within the facility and, when directed, represents the director in dealings with other skilled nursing facilities and outside agencies;

          Prepares and/or oversees the preparation of the clinical services budget proposal;

          On a rotating basis, serves as “administrator on call” to assist staff members with problem situations.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of specialty care management; comprehensive knowledge of reimbursement systems applicable to skilled nursing facilities; comprehensive knowledge of OSHA guidelines; comprehensive knowledge of medical record management as it applies to a skilled nursing facility; thorough knowledge of principles, practices and techniques of general administrative and supervisory practices; thorough knowledge of the principles and practices of nursing; thorough knowledge of current developments, literature and sources of information in the field of administration and nursing, particularly as it applies to a skilled nursing facility; ability to plan, direct, evaluate and supervise work of professional  and non-professional personnel in a manner conducive to full performance and high morale; ability to understand the physical, emotional and psychological needs of the aged, chronically ill and disabled; ability to maintain records and to make comprehensive reports; ability to express oneself clearly and concisely both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS                             

          OPEN COMPETITIVE

          Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Nursing, Public Health, Health Administration or a related field, and six (6) years of experience in a supervisory or administrative position in a hospital, health related facility or nursing home.

                                                                          

          NOTE:  At least two years of the qualifying experience must have been gained within the last ten (10) years.

             

NECESSARY SPECIAL REQUIREMENTS

          At time of appointment the candidate must possess a Professional Registered Nurse's license issued by New York State Education Department; appointees must maintain a valid license throughout employment in this title.

          At the time of appointment and throughout employment in this title, the candidate must possess a valid license to operate a motor vehicle in New York State.
