DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this
class directs, coordinates, and supervises the Family Planning Program
activities which include clinic operations. The incumbent is responsible for adherence to
standards of medical care, review of statistical services, financial data,
direction of professional and para-professional personnel and support staff,
in-service and public educational services, and grant writing. The work requires a considerable degree of
independent judgement and initiative, and is reviewed through conferences,
reports and evaluation of program effectiveness. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans, implements, controls,
directs and evaluates comprehensive programs for the Family Planning services,
including comprehensive educational programs for professionals and the
community;
Supervises,
evaluates and coordinates schedules of all program personnel including physicians, physician’s assistants, nurse practitioners,
nurses, para-professionals, clerical and other support staff;
Supervises
and directs clinical operations to insure compliance with Federal, State, and
local health codes;
Interprets
needs and accomplishments of the programs, as well as maintains a referral
system between the service and the other programs within the Department, staff,
and community;
Acts
as liaison between the Health Services Department and the Federal, State,
County, community and private agencies;
Writes
grant proposals for funding of programs, and assists in the budget preparation
of these grants;
Maintains
quality assurance program;
Audits
and maintains medical records of patients;
Maintains
reports on all activities, procedures, program changes and patient needs in
compliance with Federal and State requirements;
Establishes,
reviews and evaluates fee collection system, billing procedures, system-wide
registration and data collection;
Develops,
coordinates, and chairs program conferences; attends departmental and
interdepartmental conferences, and speaks to community groups.

Thorough knowledge of administrative,
organizational and supervisory techniques and procedures; thorough knowledge of
theory and practice of health education with curriculum development techniques;
thorough knowledge of current developments, literature, and sources of
information in the health care field; thorough knowledge of operations and
policies of the Suffolk County Department of Health Services; thorough
knowledge of Federal, State, and local guidelines governing the delivery of
ambulatory care services under Article 28 and Title X; thorough knowledge of
clinical nursing in women’s health program; ability to establish and maintain
effective working relationships with the community, public officials, and professionals involved
with patient care programs; ability to plan, motivate, and supervise various
levels of clinic personnel (professional/non-professional) in a manner
conducive to full performance and high morale; ability to plan, implement,
control, direct, and evaluate comprehensive programs for the operation of the
services and the educational programs; ability to instruct professional,
para-professional personnel, patients, and the general public; ability to
prepare clear and concise reports both technical/non-technical; ability to
express oneself clearly and concisely both verbally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS

Graduation from a college with federally-authorized accreditation or
registration by New York State with a Bachelor’s Degree in Nursing and two
years of experience as a Registered Nurse delivering nursing care in a
hospital, clinic, health center or to homebound patients, including one (1)
year in a public or private agency providing family planning services.
NOTE: Qualifying experience must have been gained
within the last ten (10) years.
At the time of appointment, and
during employment in this title, employees must possess a Professional
Registered Nurse’s License issued by the New York State Education Department.
At
the time of appointment, and during employment in this title, employees will be
required to possess a valid license to operate a motor vehicle in New York
State.
