DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class oversees personnel administrative functions and programs in the Department of Health Services.  The employee is responsible for programs pertaining to labor relations and employee benefits and administers the collective bargaining agreement as it relates to employee grievances within the Department.  The incumbent supervises and reviews the work of a subordinate clerical and technical staff involved in the labor relations and employee benefits functions.  Performance is reviewed by an administrative supervisor through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Maintains liaison with department employee organizations to ensure harmoni­ous labor/management relations;

          Recommends material for inclusion in the collective bargaining agreement as it relates to the department;

          Meets with employees and shop stewards to resolve grievances within the department;

          Interviews and selects employees to fill vacant positions;

          Keeps records on employee benefit programs and labor relations activities;

          Prepares budget input for assigned operations;

          Conducts administrative hearings as required;

          Prepares written personnel reports for local, State and Federal governments on areas of assignment;

          Plans, organizes and supervises the activities of a technical and clerical staff.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices of public personnel administration; thorough knowledge of the principles and techniques utilized in the field of labor relations; thorough knowledge of the policies and operations of the Department of Health Services; good knowledge of recent developments, current literature and sources of information in the labor rela­tions field; thorough knowledge of employee benefit programs; ability to analyze and assess present and projected program accomplishments and requirements; ability to establish and maintain effective working relationships within the department; ability to supervise in a manner conducive to full performance and high morale; ability to gather data and prepare reports; ability to express oneself clearly, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:                                                          

          (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Business or Public Administration, Labor and Industrial Relations or a related field, and five (5) years of experience in personnel administration or labor relations, two (2) years of which must have been in a supervisory or administrative capacity; or,                                   

 

          (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and nine (9) years of experience in personnel administration or labor relations, four (4) years of which must have been in a supervisory capacity.

         

NOTE: Additional relevant education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis up to a maximum of two (2) years.
