DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class
supervises, plans and develops a specialized program of the Environmental Quality
or Public Health Division of the Department of Health Services. The incumbent
has overall responsibility for the effective functioning of a section,
determining staff distribution in the areas of concern and priority of
assignments. The incumbents are advised on difficult technical problems, and
their work is reviewed to assure achievement of the section's duties. Work is
reviewed by either a Principal Public Health Engineer or Principal Public
Health Sanitarian. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
a major section of either the Division of Public Health or the Division of
Environmental Quality, or acts as administrative coordinator between the
division director and the various environmental health sections;
Plans and
supervises the carrying out of field inspections of food and/or water
facilities, housing conditions, marine monitoring, air pollution control
devices, sewerage and industrial waste treatment plants, toxic materials
storage facilities and x-ray installations;
Supervises
the collection of samples for bacteriological and chemical analysis;
Reviews
and evaluates construction plans for food establishments to assure adequate
provision for sanitary precautions;
Represents
the department in conferences and/or formal hearings with County officials,
attorneys, industry representatives, civic organizations and the general public
on the requirements of the New York State and Suffolk County Sanitary Codes;
Initiates
and may conduct departmental hearings and legal actions in cases of willful
violation of the

training programs for Public Health Sanitarians.

Comprehensive knowledge of the principles, laws,
regulations, practices and techniques of environmental sanitation;
comprehensive knowledge of methods used in investigations, checking and
preventing the outbreak of disease; thorough knowledge of food production and
distribution; thorough knowledge of effective supervisory methods; ability to
formulate work programs in food production and sanitation problems; ability to
supervise a professional, technical and clerical staff in a manner conducive to
full performance and high morale; ability to establish and maintain effective
working relationships with owners and managers of business establishments,
property owners, public officials, civic groups and the general public; ability
to prepare accurate and comprehensive reports of investigations and
inspections; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with
a Bachelor's Degree including, or supplemented by, a minimum of thirty (30)
credit hours in the natural sciences, of which not more than twelve (12) credit
hours are in the applied sciences, and six (6) years of experience as
a public health sanitarian.
PROMOTIONAL
Two (2)
years permanent competitive status as a Senior Public Health Sanitarian.
NECESSARY SPECIAL REQUIREMENT
At the time of appointment, and during employment in this
title, employees will be required to possess a valid license to operate a motor
vehicle in New York State.
