DISTINGUISHING FEATURES OF THE CLASS
Under general supervision,
an employee in this class processes hazardous materials in a municipality’s
household hazardous waste program and waste disposal operations. The incumbent is responsible for receiving
various types of hazardous materials, classifying them according to substance
and arranging for their disposal. Work
also includes supervising the filling,
compacting and transporting of refuse trailers. Supervision is exercised over Laborers and Sanitation Helpers and
is received from an administrative supervisor.
TYPICAL WORK ACTIVITIES
Receives various types
of household hazardous materials and waste from the residents of a
municipality;
Identifies hazardous
wastes using basic screening techniques and segregates them by classification
of hazard;
Packages, marks and
labels waste for transportation;
Contacts contract
company for removal of wastes, arranges pick up dates, and provides company
with a Bill of Lading of items to be transported;
Inspects monthly invoices against
shipping manifest for proper billing and keeps records of each pick up
manifest;
Maintains supplies and
equipment for the household hazardous waste program;
Provides information to be used in the grant application process;
Supervises the activities
of Sanitation Helpers and Laborers by assigning them to stations and ensuring
that work is properly performed;
Monitors and assists
self-haulers with their waste materials and instructs them on proper disposal
practices;
Ensures that trailers
have optimum loading and that material levels are reported by satellite
transfer stations daily;
Maintains records of
wastes received and transferred;
Assists supervisor in
securing site at the end of the day, making sure buildings, vehicles and gates
are locked and secured.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of the principles and standards of handling household hazardous
materials; knowledge of federal, state and local laws and regulations
pertaining to source separation and disposal of waste; ability to train and
supervise others; ability to express oneself clearly and concisely, both orally
and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New York State or Regionally accredited college
or university with an Associates Degree in a natural science.
At the time of appointment, the employee must possess Hazwoper
Certification in accordance with OSHA 29 CFR 1910.20. This certification must be maintained throughout the employee’s
entire term of employment.
