FEATURES OF THE CLASS
An employee in this class
is responsible for the overall administration and operations of the Hazardous
Materials or Hazardous Materials Response program. The incumbent plans, trains,
supervises, and directs all programs and activities for the Hazardous Materials
team and/or outside agencies. Work is
performed under the general supervision of an
administrative supervisor and is reviewed through evaluations and
conferences. Performs related work as necessary.
Conducts the overall administration
and operations of the Hazardous Materials or Hazardous Materials Response program;
Acts as the Town representative for
the Hazardous Materials Team, to local Fire Departments and other County and
State agencies as needed;
Oversees the on-scene operations of
the Hazardous Materials (Response) Team;
Oversees personnel, training,
response protocols, equipment and vehicle use;
May oversee the annual budget, and the compilation and documentation
of resources purchased and/or used;
Acts as the liaison between the Fire
Department incident commanders, Police and other law enforcement agencies, and the Hazardous Materials
operations;
Provides the incident commander with
a list of options and/or recommendations for mitigation of the Hazardous
Materials problems;
Interfaces with industrial
responders and contractors, members of Fire, Police and environmental
protection agencies;
May provide Town’s remediation
response to hazardous materials spills on land or waterways;
May issue summonses for Town code
violations.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the principles and standards of Hazardous Materials handling and
response; ability to handle emergency conditions and situations; ability to
plan, train, supervise and direct others; ability to express oneself clearly and
concisely, both orally and in writing; physical conditions commensurate with
the demands of the position.
OPEN COMPETITIVE
Graduation from a standard senior
high school or possession of a high school equivalency diploma and five (5)
years of hazardous materials handling experience, which must include (2) years
supervising hazardous materials workers.
At the time of
appointment and throughout the term of employment, candidates must possess a
valid NYS driver’s license and certification as a Hazardous Materials
specialist. Additionally, depending upon appointment, candidate may be required
to possess one or both of the following:
1) A valid NYS Emergency Medical Technician’s
Certificate;
2) OSHA Incident Commander/Hazwoper Supervisor/Marine
Spill Response Certification.
