COMMERCIAL PLAN REVIEW AND PERMIT ADMINISTRATOR 2127
An employee in this class performs professional public
health engineering work involving the supervision of the public health
engineering and environmental protection programs in the Department of Health
Services. A significant phase of the
work is the review of plans for water and sewage systems, land control and
industrial buildings in order to approve them as they relate to public health
engineering and insure their compliance with the New York State Department of
Environmental Conservation and the Suffolk County Sanitary Code. The employee exercises supervision over
professional, technical and clerical staff.
Work is performed under the general supervision of an administrative
supervisor who reviews work through periodic reports, staff conferences and the
observation of work in progress. Does
related work as required.
TYPICAL WORK ACTIVITIES
Directs the program of environmental sanitary inspections
within a public health district;
Reviews
and approves engineering plans for compliance with Public Health and Sanitary
Codes for new sewage systems, sewage extensions, sewage and waste treatment
plants, water treatment plants, and new water supplies;
Consults
with engineers, builders and architects regarding the sewage disposal features
of their plans;
Reviews
and approves plans and applications for private sewage disposal installations
for all non-residential type facilities;
Reviews
plans for industrial buildings with special waste disposal problems;
Inspects
installation of industrial waste disposal facilities to insure compliance with
approved plans;
Participates
in orientation and on-the-job training of environmental sanitation personnel;
Prepares
technical engineering and administrative reports of district activities;
Prepare
routine legal documents such as consent orders and fact summaries.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices and
techniques of sanitary and public health engineering; thorough knowledge of the
design and construction of public and private water and sewage facilities;
thorough knowledge of modern developments, current literature and sources of
information regarding the public health engineering field; ability to plan,
schedule and review the work of professional, technical and clerical assistants
in a manner conducive to full performance and high morale; ability to perform
engineering computations and to make comprehensive recommendations on
engineering problems; ability to prepare technical reports; ability to express
oneself clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State
with a Bachelor's Degree in Engineering and ten (10) years of sanitary, public
health or environmental engineering experience.
PROMOTIONAL
Two (2) years of permanent competitive class status as a
Public Health Engineer.
NECESSARY SPECIAL REQUIREMENT
Candidates must possess a Professional Engineer's License
issued by the State of New York at the time of appointment. License must be maintained throughout
employment in this title.
At the
time of appointment and during employment in this title, employees will be
required to possess a valid license to operate a motor vehicle in New York
State.
